Digital Locker is one of the key initiatives under the Digital India Programme. A beta version (http://digitallocker.gov.in) of the same has been released on 10th Feb. 2015, by Department of Electronics and Information Technology (DeitY), Govt. of India.

Digital Locker is aimed at minimizing the usage of physical documents and enable sharing of e-documents across agencies. The sharing of the e-documents will be done through registered repositories thereby ensuring the authenticity of the documents online. Residents can also upload their own electronic documents and digitally sign them using the e-sign facility. These digitally signed documents can be shared with Government organizations or other entities.

Key features of the Digital Locker System are:

• 10 MB of free space in digital locker to residents to access their documents through Uniform Resource Identifier (URI) and also securely store e-documents.
• e-sign online service to digitally sign documents

Residents are invited to use the Beta version of the Digital Locker System and provide suggestions and feedback on the same. Suggestions are also invited on the use cases for services which can be additionally provided by the Digital Locker System.

Dematerialize all relevant document, and make it available based on layers of access control, such that any public request, e.g. Passport, or other documents should not need to fill detailed form, but a biometric authentication will be sufficient. The challenge is one of Master Data Management on Unstructured and Terabytes of Data. With following stages : 1. Scanning and Inormation extraction 2. Cleaning, deduplication and creating golden copy available on biometric authentication.

Why don't we ban the usage of paper posters. We are spoiling the beauty of our urban structures by posting posters across the cities

Digital India is a transformational initiative with far reaching impact in changing the socio economic landscape of this country . But it needs to be taken to the farthest corner of the country with potential impact. In my view, this initiative needs to be understood well by the member of parliament and communicated in most simplified manner to the masses through multiple channels. I do see that as serious communication gap.

Mr Prime Minister, key to development for all i.e. SAAB Ke SAATH SAAB Ke Vikash is administrative efficiency. The Bureaucracy must be Efficient,Transparent & Accountable. The present structure is jaded and the mindset is archaic. The time takes to change them is dis-proportionally high then to change the structure. e.g. IAS and IPS in districts & B/C Cities have only 40% time to do their assigned duty for the benefit of the Public and the balance 60% time is devoted to political management.
