Digital Locker is one of the key initiatives under the Digital India Programme. A beta version (http://digitallocker.gov.in) of the same has been released on 10th Feb. 2015, by Department of Electronics and Information Technology (DeitY), Govt. of India.

Digital Locker is aimed at minimizing the usage of physical documents and enable sharing of e-documents across agencies. The sharing of the e-documents will be done through registered repositories thereby ensuring the authenticity of the documents online. Residents can also upload their own electronic documents and digitally sign them using the e-sign facility. These digitally signed documents can be shared with Government organizations or other entities.

Key features of the Digital Locker System are:

• 10 MB of free space in digital locker to residents to access their documents through Uniform Resource Identifier (URI) and also securely store e-documents.
• e-sign online service to digitally sign documents

Residents are invited to use the Beta version of the Digital Locker System and provide suggestions and feedback on the same. Suggestions are also invited on the use cases for services which can be additionally provided by the Digital Locker System.

13) Establishment of productivity enhancing 'Technology Diffusion Fund' in agriculture is the need of the hour. Precision farming, wherever possible would improve water-use- efficiency. Input-use-efficiency and synergy effect in agriculture can be improved if trained agricultural extensions officers are employed as done during the period of green revolution.

12) A long term tax policy which would attract FDI as well as domestic investments. Foreign investors are not afraid of tax payments. What they fear is uncertainty in tax policies.

10) If government wants to tax online trade, kindly make needed amendments to 'Double Taxation Avoidance Treaty'. Otherwise India’s experience with Vodafone, Nokia, will be repeated. Perhaps new FDI policy will also stand in the way of taxing online trade.

fall in demand and hence fall in price. In the long run, it will retort. Therefore, my request is to give equal weight to 'Make in India' programme and to distribute the fruits of it among the downtrodden in India.

9) Let the people of India count the uniqueness of the forthcoming budget in its focus on measures meant to uplift the ordinary citizens of India. Consumer price index has declined mainly because of the demand side constraints which had been a concomitant of the fall in Purchasing Power of the poor. In Kerala alone, on account of the poor working of MGNREGP programmes, crores of ‘workdays’, are lost. Since the poor spend their entire wage on daily consumption, failure of MGNREGP means......

8) Nehruvian-Keynesian approach to development may not be abandoned all together. It can go hand in hand with (Make In India). Public sector can invest in R&D and Infrastructure.

7) Budget may accord high priority rain water harvesting. Interstate linking of rivers is no panacea for water scarcity. It will only aggravate the problem in the future. Paddy farming will be hard hit when water level of paddy growing states deplete to the acquifer zone. (eg: Punjab). Rain water harvesting is the best and sustainable solution to overcome water scarcity.

but has to be supported by many more such schemes. Those states which improve sex ratio and move towards the desired level may be given a special grant for women specific programmes like skill, promotion, finishing school, training in Karate, Judo, Kalari Payattu, etc.

6) Right to health is a fundamental right. Budget may accord high priority to enact and implement National Health Rights Act. What happened in Chandigarh in December 2014 should not be repeated. Infant mortality rate, maternal mortality rate and an agonizing child sex ratio (914/1000) are all inviting immediate redressal. Missing daughters is most disturbing “beti bachao beti, beti padao" is great......
