I think, we should empower all grampanchayat and taluka offices to promote destinations and schemes to promote tourism within the state. Accordingly, state goverment can leverage all such materials to make travel blocks and promote the same at national level. Marketing is the only way to increase footfall but effective governance of all travel destinations is also only way to maintain this footfall.

The ongoing pandemic has given birth to a new concept called "Workation" where people are taking their families for a vacation at places which are relatively safer from the virus spread because of their remote locations and which are WFH enabled as well so that they can stay for longer periods without hampering their work or kids education. So, if we can enable our rural areas with high speed network connectivity they can serve as ideal destinations for worktation.

Integrate rural tourism with handicraft and farming. Tourists can visit these villages and learn their local handicraft/cultivation methods with the help of a local translator. The rural population may even host the tourists with prior verification, if they wish to. The younger rural population can learn languages based on various tourists' country of origin - a quantitative study to that estimates the same needs to be conducted.

Improve road connectivity to villages as we all know roads in our country is in very bad state both in cities and that connect to villages.
A self help group with local tourists guide to train them. Inclusion of woman and youth would bring more women travelers as they would feel safe.
Bali, Indonesia facilitates the same.
Not easier than said, A collective effort by both folks of the village and local panchayat is needed.

Hahaha, leverage?. If we have bacterias in bathroom we should spray acid, not scent!. Improve infrastructure and facilities first than talk about tourism.
