But the duty of CAG should be to inform the government their opinion for any doubtful transactions. This way corruption reduces drastically.

In digital india all the information's of payments given by government to workers will become online.The online digital receipts will be received to workers for their work. This way central government can have all the payment records because of transparency. The same way ministers payments & their transactions should be online so that because of transperancy nobody can make scam and CAG can also easily make an alarming situation whenever they want.CAG can't just expose the scams after it happen

The police jobs eligibility should be the retired solders of india. The inspectors can be the solders of low grade also who really perform the great braveness at border.After some examinations they should be promoted to Police services.This will come brave peoples in police department to face corrupt polyticians very strongly.

With the use of better technology and especially the education we can completely stop the manual scavenging in india on a large scale.But for tackling the situation in the present the organisation(private or government)should launch programmes and training to the individuals working as manual scavengers about the prevention of disease and some basic knowledge about latest machines and their uses.

Promote machine scavenging system instead of manual by providing such machines to the area Councillor/gram panchayat according to their population.

1. Single most constraint is indirect open defecation in Railways which requires need of manual scavengers to clean railway line especially at platforms. The Bio toilet concept needs to be implemented in all trains as fast as possible. 2. Social factors such as cleaning toilets are work of dalit not brahmins is another constraint. 3. The use of PPP model in maintenance and construction of toilets is need of hour. 4. Promoting awareness about use of toilet is another major constraint.
