The Government of India has appointed a Committee chaired by Dr. Shankar Acharya, former chief economic adviser, to examine the desirability and feasibility of having a ‘new financial year’. Other distinguished members of the Committee are Shri K M Chandrasekhar, former Cabinet Secretary, Shri PV Rajaraman, former Principal Finance Secretary, Tamil Nadu and Dr. Rajiv Kumar, Senior Fellow Centre for Policy Research.

Presently, the financial year followed by governments in India runs from 1st April to the following 31st March.

This issue was last examined by the L K Jha Committee in 1985, whose recommendation to move to a financial year of January 1- December 31 (for Central and State Governments) was then not accepted by the then Government.

There are many arguments for and against the change in financial year which revolve around issues of budget and cash management by government, seasonality of government revenues and expenditure, impact of Monsoon on budget forecasting, working season, timelines involved in the legislative cycle of passage of Budget by the Parliament, international comparability of fiscal statistics, aligning government’s financial year with year for tax assessment and corporate accounting purposes. Some arguments are less on the intrinsic merit or demerit of the change but rather on the timing of the change when the change coincides with other developments impacting businesses.

This Discussion Forum seeks to invite inputs from everyone interested in this issue.

I write my diary from Jan to Dec but feel very much disturbed to maintain as the financial year is different. Let us think simple & prepare target budget that is fixing priority & solving one by one with time & target. Let us kill poverty, illiteracy,unemployment one by one.

yes we should start our financial year from Makar Sankranti, this is best date, 15 days will help us to understand all global budget and financial plan of all countries.

It would be great to have it simple and align it to calendar year. Constraints of estimation, forecasting, provisioning etc. would remain the same regardless of this change. There are far greater advantages in simplification.

A change of financial year from the past practice is desirable & imperative. Perhaps the change of financial year a pragmatic requirement in tune with international practice.

For tax purpose ever document is required to be read for Year then Month to determine the FY, whereas if FY is aligned with CY then only year is required to seen. Now imagine how much time it save for every person who does this! Amazing! please do this. I am very glad this has came up. #FinancialYear, #EconomicAffairs, #MyGov

WE NEED TO CHANGE SYSTEM & SIMPLY & KEEP IN LINE WITH FINANCIAL PREVALIENT WORLDWIDE TO AVOID UNSCRUPLOUS FUDGING OF ACCOUNTS BY PERONS/CO/TRUST HAVING ACCOUNTS IN TWO OR MORE COUNTRIES WITH DIFFERENT FINANCIAL YEAR

sir, i do not know more about administrative action of government,but still this govt is far away from basic issue,like court cases and DL ,getting land record,all department are having nature of postponing activity,seniors have no power to handle juniors there is no written rule in simple language,only English and that to very typical,kuchh karna hai to isko theek kare ,kaam to 365 days hi hoga,year kabhi bhi start karle.

We should Go in for a New Financial Year which is in sync with the Calendar year. Why should we be still anchored to the British System? The Festival season almost comes to an end by then, both the south west and the north east monsoon also end by then. In many companies the leave eligibility are calculated as per the calendar year. So having the financial year in common with the calendar year keeps things simple.

Yes, we need to change over to new financial year system Jan-Dec which will not only simplify the complexities of existing FY system but also can align to international FY including IMF. Niti Aayog can synchronise its mission targets to that of FY budget. Every government budget expenditure can be easily tallied with that of the year end more easily. So I support the change of FY to Jan-Dec

Definitely there are ample the positives and the only negative is the transition from the current system. But that is a small price to pay for the entire lifetime of benefits. So yes we must align our financial year to our calendar year
