our revenue laws says i.e. stamp duty refund is avail on bombay stamp act 25.2 but not on development agreement on Agreement for sale is that a sense of law & justice ?

Dear PM Sir, I am a 23 years old Businessman & i did development agreement with land owner offering him such share and due to change in bye laws i was unable to complete terms and conditions mentioned in the agreement hence i did cancellation deed , i paid 4.62 lac towards stamp duty & reg. for development agreement under Bombay Stamp act section 25.2 & there is no provision of refund on development agreement i lost my 4.62 lacs due to that. What should i do now ? plz do smthng.
