The Finance Minister in his budget speech for the Union Budget 2015-16 made the following announcement:
“One way to curb the flow of black money is to discourage transactions in cash. Now that a majority of Indians has or can have, a RUPAY debit card. I therefore, proposes to introduce soon several measure that will incentivize credit or debit card transactions and disincentivize cash transaction”.
Accordingly, draft proposals for facilitating electronic transactions (E-transactions) have been prepared. Comments and views are invited on the Draft Proposals.

Sir, Idea is good and there is no such suggestion is from this end. Only One point I bring to notice that in Central Government Offices unless you give CDDO facilities and power to open bank account in the name of Institute to every Head of the Institute and transaction right the motto of E-transaction will not be achieved and for achieving this the guidelines of Government treasury need to be changed.

Make use of Credit Card/Debit card/Cheque/NEFT more beneficiary which save cash printing and most importantly accountable transaction instead of black money. In addition govt may also consider linking the VAT, Service Tax, Luxury Tax paid by eanch individual against each invoice with respective PAN card. This would enable a citizen in the financial year what was the TDS and indirect Tax paid to govt.

Electronic Transcations is very good but while use of credit card following points are to be taken care of- 1.While issuing credit card tall promises are made but once credit card is delivered no one to hear you. 2) The yearly fees for credit card should be kept very low and it should be after 1 year of delivery of card. 3) Points earned should be redeemed in cash not on further spending. 4) There should be properand immediate grievance redressal mechanism.This is absent in present days.
