The Finance Minister in his budget speech for the Union Budget 2015-16 made the following announcement:
“One way to curb the flow of black money is to discourage transactions in cash. Now that a majority of Indians has or can have, a RUPAY debit card. I therefore, proposes to introduce soon several measure that will incentivize credit or debit card transactions and disincentivize cash transaction”.
Accordingly, draft proposals for facilitating electronic transactions (E-transactions) have been prepared. Comments and views are invited on the Draft Proposals.

Thanks to Horn. PM and Horn. FM to take an initiative towards 1. Clean and white money in our economy 2. Financial inclusion of population 3. Reduction in paper currency & step towards cashless economy.

1. Handheld/wireless card readers shall be introduced so that it can be used by even street vendors etc. 2. Plastic money shall be made universal and paper notes shall be withdrawn on a time bound manner. 3. All transactions charges shall be withdrawn for both credit/ debit card. 4. Gold purchases shall be only thru card above Rs.5000/- (where maximum black money is generated. 5. Property transaction shall be only thru E-mode for all levels. 6. All cards shall be linked to PAN & Aadhar Card.

Every Utility Bill must be e-payment enabled - ranging from BSNL and electricity payment to property Tax payment. Every purchase and/or sale of capital assets must follow the e-payment route only. Payment of taxes must be electronic only. This must be mandated for both direct as well as indirect taxes. All government sops must be facilitated via electronic means only. Charges for usage of debit/credit cards must be abolished. Inter bank operability must be free.

In addition to earlier comments:If movable assets like cars have unique registered numbers/regst cards, why not for Immovable assets like Flats/Bangalows/Land? Like Aadhar, Govt should initiate time-bound Property Survey and make every owner/society to declare and register purchase, ownership, mortgage/transfer details to the Govt. and issue a Unique Property Card - linked to unique owner's Aadhar and PAN. This will expose all illegal properties and black assets, which Govt can take control of.

A common website by the Gov. to pay bills, all kind of tax, mobile bill, university fee etc. This will ensure a confidence with the common people to use online facility. Rupay card can be issued freely with higher purchase limit and incentive can be given to trader who promote POS machine with 80% of his business routed through POS. POS machine has to be issued in free of cost.

9.the gst assessee should be allowed to take credit on making payment in internet banking for invoice generated in GST infomration network on real time basis.

1st-Slowly remove all the foreign merchant services company(VISA etc)& make RUPAY card available 2 all bank account holders.this is going to save a lot of useless charges and make Indians and Indian banks independent. 2-Make regular surveys and accordingly teach people how to use digital technologies and services available and moreover how to interconnect people using internet and develop the concept of'SUCCESS THROUGH COOPERATION NOT COMPETITION'. 3-INCREASE -'SELF HELP BEST HELP'

7. The assessee should also allowed to take credit of GST TAXES ONLY IF PAID IN ELCECTRONIC FORM from where purchases are made. 8 All receipts /payment s recorded in cash should automatically invite highest percentage of taxes in direct tax system.
