The Finance Minister in his budget speech for the Union Budget 2015-16 made the following announcement:
“One way to curb the flow of black money is to discourage transactions in cash. Now that a majority of Indians has or can have, a RUPAY debit card. I therefore, proposes to introduce soon several measure that will incentivize credit or debit card transactions and disincentivize cash transaction”.
Accordingly, draft proposals for facilitating electronic transactions (E-transactions) have been prepared. Comments and views are invited on the Draft Proposals.

My view on Electronic Payment is that to best it should be Revenue Positive for Monitory Agency Incentive if any should be accountable, should be monitored which will help to eliminated over the period of time. Any incentive is subsidy i.e. government cost which should be justifiable against long-term economic benefit to country. Transaction should be targeted -Gas Station, Restaurant, Alcohol Seller, Stores, Milk/Ice-cream/Justice Centre, Auto/Taxi, Salons/Parlour, Road Side stall

Incentive - Cash Back Incentive in their bank account on their total E-Rupee transection while selling Service/Goods. Example 0.25% on total E-Rupee Transection Accepted say 1 year or say 2 year or say max value Rs. 49,999/- per Month for 2 years from date of issue. Deterrent - Daily cash withdrawals from ATM upto Rs. 5000/- should be charged by bank at the rate of Rs. 1 per Rs. 500 and it will subside card cost. Deterrent - Daily cash deposit above Rs. 500/- should be charged by bank

Appreciable step to enter the digital world. To improve following: 1. Many rural banks shall adopt e-banking. 2. Transaction costs of e-banking to be reduced and to be maintained at constant level(say @ 0.001% per transaction) as neglible costs it will not be considered by the transacting parties. 3. Cards life(validity): For employees it is difficult to spend time to go to banks and apply for new or lost cards. Doorstep services by banks to be adopted. 4. Avoid inter bank/state charges.

A very good Initiative.....To promote the electronic transaction the various charges on NEFT/RTGS/Fund Transfer can all be waived off. Also the system can be made more transparent by making the details like bank a/c no, bank name, etc of the person transferring the fund being reflected in the bank statement of the person receiving the fund. This will motivate the peoples who have access to internet use this facility for making payments towards rent, monthly grocery bills, etc....

1. Create a GOI owned payment gateway, like Rupay etc. that can remove the high costs imposed by the mmc gateways like VISA and MASTERCARD 2. make connectivity to the GOI gateway free for merchants by using loss making BSNL etc. 3. Create an effective policing mechanism to regularise merchants who are not accepting electronic payments like Doctors etc

Hatsoff FM, a very good initiative!!! Application fees for various govt jobs, RTO fees collections, Tax payments, Fine collections (both state & central), Fees on various government services, government education courses and examination fees, public sector gas and utility bill payments, toll collections are some areas where card payments should be facilitated.

A very good idea indeed. Online purchase of railway tickets had also be encouraged in this draft proposal.However, at present as per existing provisions of IRCTC no refund is made after departure of train in case of online purchase. It should be waived and made at par with the provisions of refund of cancellation as exist for cash purchase.

A great vision by government. Non cash transaction can eliminated through this mode and will help to keep a track of payments by paying thru card. Most important is to make certain payments through online mode so one can easily do that. Recently the PF payment had been made online benefiting the entire corporate world from the hassle of going to bank and doing it. More lucrative options needs to be floated if payments are made by cards say cash back, extra reward points by bank, free vouchers

Its a real good Idea. One of many by this Govt. Personally , I am so happy that I need not withdraw money for sending. Though , I prefer to do all transaction with Card Based , recently i stopped using it for my Petrol Fill,as it attracted service charges.When I say my hard earned money is going as tax for not of my fault,I decided to go for cash transaction.With this new proposal,if I get tax benefit,and don't get Taxed on Card,I will go back to Card for filling.Thanks FM and PM !!
