The Finance Minister in his budget speech for the Union Budget 2015-16 made the following announcement:
“One way to curb the flow of black money is to discourage transactions in cash. Now that a majority of Indians has or can have, a RUPAY debit card. I therefore, proposes to introduce soon several measure that will incentivize credit or debit card transactions and disincentivize cash transaction”.
Accordingly, draft proposals for facilitating electronic transactions (E-transactions) have been prepared. Comments and views are invited on the Draft Proposals.

why can't we can have our own indigenous platform for payment(like RuPay, but it should be the completely centralised)? Current payment system is secured and robust, to make this happen a lot of procedure has to follow. But more security and flexibility is possible with centralization and low cost NFC smart phones(other than creating new debit card POS points). I made a project "e-Bharat". If it is possible implement as suggest in report. this is made to achieve almost nil cash transaction.

1. First Merchants have to be incentivised to use the Card Payment. 2. Mandatory CCTV Camera Recording in each big merchant to ensure the don't do Cash Transactions. 3. Every Govt office should take payment via Card. 4. Automatic Tax notices should be sent and Tax should be deducted without involvment of officers.

Currently, credit/debit card users pay a surcharge on petrol pumps, online rail reservation, utilities payment etc. these charges should be abolished immediately and tax benefits should be given to them.

Revoke or reduce consumer protection rights of people who buy Goods and services in cash and give more consumer protection to those who use e-transaction.

Nice proposal,try to waive off annual maintenance charges debited by the bank for any type of debit/credit/any cards issued by the banks so that cards uses increase multifold and even comman masses including illiterate peoples can use these cards with ease & convenience.

As India has billions of a/cs with debit cards which are only used to withdraw cash from atm, unless and untill cashless payments are not mandatory very few are using plastic money. So only after making payments through cards mandatory large no. of cards will be activated. * Expenses for issuing and maintaining currency will be reduced. * Source of money will be recorded easily.

Good idea. In my view electronic transactions are mandatory for transaction amount more than one thousand for urban & metro area as now a days internet easily available in urban & metro area. To minimize the corruption, printing of 100, 500 & 1000 rupees should be stopped. Also cash transaction should be minimize to 1000 rupees/day( both deposit & withdraw) for Indian residence.

For small payments, Near Filed communication facility in Mobile phones can be used as second factor authentication apart from some PIN. This could even open the possibility of using electronic money in small value transactions like say local kirana shop etc.

Long overdue. Must be implemented immediately and suggestion/feedback should be open in future also. Some points to be considered:- 1) Electronic wallet rules should also allow refund facility. Presently wallets are created by each service provider exclusively like Railway. Ways should be found out to address the issue and have a common wallet facility which can be used to make payment towards multiple service provider etc.
