Sustainable Exploitation of oil and gas potential of the North East region could be a harbinger of economic prosperity for the people of the region. Presently there seems to be a disconnect between the local communities and the Exploration and Production (E&P) operators in the region. This seems to be discouraging E&P activities in the region thereby reducing the number of takers for operations in the region. Although the Govt. of India has been taking several initiatives to promote E&P in the NER, it is essential to make the local communities an important stakeholder in the process.

Suggestions are invited from the public which could encourage people's participation in these activities.

We are not having any strategy to convince NE people for job opportunities from development of exploration/production. In my opinion first we should open a petroleum university in NE for ITI certificate, Diploma certificates, Degree and post-graduation. Once we make an army of unemployed youths of NE origin in field of petroleum industry then it will be easy to convince youth and their parent(peoples) to open door for exploration and production.

Kerosene can be tracked from depot to delivery. We did implement one solution for the same. When a sale is done it should be done at list price. If the subsidy is paid to the bank account, there is a track of issued and subsidy paid. To ensure the delivery to the eligible the civil-supplies infrastructure has to upgraded. That is the biggest challenge. Instead Government can liberalize the supply at no subsidy and architecture technology where subsidy is claimed. Make available kerosene.

Dual Pricing is an UNFAIR practice. There should be single price formula. Eligible community should get subsidy in the bank account. Restaurants and home where LPG used for Food preparation should be taken as for family consumption and that taken for commercial use - welding etc: should be commercial. Make LPG available for delivery where there need not be black marketing due to non- availability.

To reduce burden of LPG govt should adopt a test and whosoever passes the test shall be denied the subisidies LPG and Kerosene. Any one who has any of the following 2 shall be denied: 1- Own house, 2. Own 2 or 4 wheeler, 3. Post Paid Mobile, 4. Cable connection, 5. Household electricity bill of more than Rs. 1000 per month for last 12 months. 6. Has paid income tax of over Rs.50000 in the recent Assessment Year. More such conditions can be designed. This will reduce the list of benefiaries.

Subsidised LPG refill be restricted to 2 refills per year per individual. Now it is 12 per family or customer holding LPG card. Even family (or LPG cardholders) having only one or two individuals get 12 subsidized LPG refills which seems not correct

it is not a meaning of diversification. But it is very difficult to purchase LPG payment of around Rs.1000/-. At this stage village do not have amount of Rs.1000/- at the time. Rs.1000/- is big amount for them. Please consider the subsidy cylinder to villages.

In our area, People get their subsidised cylinders in unsealed conditions through a middleman named Haren Das who in connivance with Bisui Gas Centre,Kharagpur sells half of the LPG Cylinders to autowallahs and for commercial purposes. The local politicians are giving a blind eye to it.My father's Consumer no. is633029 and his Domestic gas consumer card is not given to him till now. These middlemen are exploiting the rural masses.I'm unable to get it back.
