I think if Govt. Organize a Mela or Haat in village area when the farmers corp ready to sale. That Mela should be only for digital payment direct to farmers, in mela Govt. launch schemes like tax free, and reward to sellers. I think Urban people go there for low cost items, farmers Sale there for more profit.
In my state U.P. Mulayam led Govt. organize SAFAI Mela for automobiles likethat.

Some experience from field..
Many government agencies and private alike (TNRDC or petrol bunk around the corner), is charging service tax when using the credit card. Where as cash, is at lower cost / price. Example,
OMR (Chennai, Tamilnadu) Toll road monthly pass is Rs. 900 by cash, Rs.921.75 when we do online with credit card.
Petrol bunks accepts only cash at the metered level. Charge services charge for credit
These facilitates only cash. Need to find incentivising use of card.

RBI should look at ATM transaction fee. Not every one is tech Savvy and fully educated with ATM (talking about Rural/Old generation). Also not every one will have Salary/Corporate based accounts (like MNC-companies) with many perks. Current allowed 5 Transaction within same bank ATMs and 3 with other bank ATMS, post that Rs.20/- will be charged per transaction - making folks bit tizzy over current situation Post Demonetization. Can this looked on urgent basis before long term solution provided.
