The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

#DigitalPayments-Make it compulsory for each and every payments through digital medium only during the execution of any of the government tenders of any category and of any amount even of Rs. 1.

Digital railways and Digital tourism ( co-ordination of both ministries), fund for smart schools, digital education in all professional curriculum and fund for computer education, In addition to sharing ideas of budget government must implement social justice program in the name of basaveswara and sree narayana prioritization of digital panchayats and municipalities,promoting digital news papers, fund for local bodies focus on digital india

I book online gas cylinder, government discount Rs.-5/- when book online gas. but expenses book online gas Rs.-8/-,so that loss Rs-3/- & Net charge, this expenses down digital India. so pleases charge zero then possible digital India grow.

1- POS (Swipe Machines) should be provided in sufficient number of counters in those government organisations (electricity, post & telegraph, railways), PSUs (LIC of India, United India Insurance, Air India, banks etc.) which receive money from customers (in lieu of some product/service) so that the customer may use debit/credit cards in place of cash. 2- Telecom service plans which require customers to visit the dealer & pay in cash (eg- Idea Rs 125 plan, 1 GB, 3G internet)should be disallowed

Like Polio & Chickenpox is eradicated from India, Digital payment framework should be the foundation to eradicate 'corruption' to zero at ground levels for a common man and be the real & strong India. No common man should be harassed for bribe or asked for corruption. Implement compulsory digital transactions and approval processes at all government levels for common man needs. No common man should enter government office in any village or town for needs. #DigitalPayments, #MyGov, #NITIAayog

There are leprosy patients who do not have hands. Badly affected by the disease. How would they be able to use thumb print to make digital payments? They also rely on others to do their daily chores. Is there a way for government to help them? Would there be a way to have disabled friendly payment technology? Authentication to make payments in such cases would be difficult.

Concept of children having a piggy bank to encourage savings will die with electronic wallets. Is there a way to have that concept so that children can learn how to save and manage their own small money, with savings from their pocket money.

Currently, BHIM app directly links to the savings account. It does not limit loss in event of a compromise of the app or phone. It should link to a wallet associated with the bank account. Wallet can be established by putting limited money in it or by setting a user defined limit on BHIM payments from a bank account.

No government department permitted to accept cash for fees or charges, even for Rs.1. Currently, several government offices, post offices, collectorates, universities, district offices, municipalities ask for cash for fees for services. This should be stopped forthwith. Universities ask for exam fees to be paid by cash in banks, whereas, the bank should accept DD or cheque or even electronic transfer. Colleges and education establishment... no cash to be mandatory.
