The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

Unless,until make it compulsory, people will not come quickly for cashless transactions. So with a time frame, ensure all government sectors must be 100% cashless transactions which includes railway, school etc. After that all Government controlled private such as schools, colleges must be in cashless transactions.

Government should launch TV & Paper advertisements for BHIM, UPI & RuPay like VISA, Mastercard etc. do for their products.

Biggest motivation is when transaction charges/service fees are removed for all type of digital payments if headed for less cash economy.

I live in Pondicherry. To receive money in cash, many restaurants are putting a display board at the entrance itself that card payment will not be accepted, they inform the reason that the electronic device is not working. So people are forced to pay by cash. No business man will keep the digital machine under repairs for more than one day. Government can easily trap such people. If this is done Government can get many benefits. Source of black money, or theft in taxes will be easy.

Since all traders small or big, come under G.S.T which is under Central Governmeent, make a law stating that all must have POS, AADHAR enabled payment syatems. First few months allow for both cash and cashless transactions. After that make amendment in law for 100% cashless Transactions.

If we need to push cashless transaction, we have to make all Govt. sector transaction, such as revenue fees, court fees, postal fees, gas refilling amount, application fees etc has to be paid via Adhar linked account number. Make sure customer have enough money in their account and share only the Adhar copyto respective department to withdraw money from Adhar linked account for the transactions. So none of these service require any cash payments.

Govt should come up with a Public Apps Library built on an open innovation architecture (using APIs) which will host all Govt built apps and apps by the large developer community across India. All software here should be certified and secured by NIC or competent cyber security authority. This should be a one stop shop for all Central, State and Panchayat/Corporation (multilingual?) level apps including all govt utilities. Encouraging citizens to solve citizen problems will be truly democratic!

Since few state Governments does not co-operate,First start with Petrol Bunk and Train tickets with 100% cashless Transactions. Then As there is no other alternate go, people start to use Cashless transactions. Then slowly introduce all other areas.
