India has made remarkable achievements in areas like Polio elimination, lowering fertility and disease control. However, our progress in health outcomes has been slower in comparison to other countries with comparable incomes and at similar stages of development. Impressive gains in per capita income should match with increase in life expectancy or health status. We now face a triple burden of disease. Out of pocket expenditures in India is high (70 percent of total health expenditure). This is catastrophic for the poor and pushes an estimated 37 million into poverty every year.

Health is a subject allotted to the State List, under the Seventh Schedule of the Indian Constitution. The Central Government is jointly responsible for items in the Concurrent List.We have one of the most expansive publicly provided networks of health facilities yet issues of regional disparity, access and quality remain. The private sector despite being utilized by the majority of the population also has issues of quality and cost.

Even though the Union Budget allocation for the Ministry of Health and Family Welfare in 2015-16 has remained at the level of revised expenditure in 2014-15, an opportunity lies in encouraging States to spend more on the social sector with greater devolution of untied funds following the recommendations of the Fourteenth Finance Commission.

India is brimming with possibilities. Successful conduct of election, Census survey, projects in space and atomic sciences are some examples. India is termed as the “pharmacy of the global south”, providing affordable, life saving generic medicines to developed and developing countries. In the same way, there is potential for our health system to deliver optimal outcomes to the population.

The Twelfth Plan charts the path towards strengthening health systems so as to reach the long term objective of Universal Health Coverage (UHC). It is our belief that a Health System Strengthening approach is the solution to bridging the gap between our current status and potential performance. The Health Division of the NITI Aayog invites you to an open and informed discussion to elicit ideas for overcoming the enormous challenges in the sector with limited funds at hand and guide future action at all levels, in our system. Your opinion is important and valued.

Detailed note on the current status of health system in India

We invite your responses on these two questions:

1. How can we maximize health returns from available resources?
2. How can we increase investments in health?

This discussion is open for the next two weeks after which we will post a summary of the ideas generated on the forum. We will also follow-up with a more detailed note on the issues in health system and learning from best practices in the country as well as globally for further discussion. Informed briefs on the above mentioned questions will also be made available after the initial two weeks for more a targeted dialogue.

please/do/exempt/medical-instruments/medicines/machinary/when/imported/from/tax.also/exempt/rooms/wards/from/local/taxes.also/supply/electricity/water/at/normal/rate/and/fix/rates/by/govt/for/treatment/procedures.bring/all/under/medical/insurance.concessions2the/poor/only.alternative/cheap/medical/streams/must/b/encouraged.

pm ji introduced life insurance and accidental policies but now lack of health policy. I am ready to bear more tax against health insurance benifits.

main apka dhyan dental health ki taraf le jana chahta hu..bhaarat mein jiska bht jada abhaav hai..na logon ki dental health achi hai aur na hi dentist ka jeevan acha hai..paise ke naam par private colleges khulte ja rhe hain..par jobs nahi hai...bas paisa loota ja rha hai..kam se kam desh ke chc aur district hospital mein ek se do dentist ki post honi chahiye.par svasthya vibhaag is baare mein nahi soch rha hai.aur dental council of india apni jeb garam kar rha hai.is baare mein sochiye

Supply Nutrition biscuits for poor families children(malnutritioned) along with LPG gas supply .Special focus of government for agriculture should be on rain shadow areas of Deccan plateau and Delta areas of rivers(more production). Exact mapping of areas and regions where the farmer suicides are more must be done through out India. The judicious management of water resources plan should be made. Preference of soil health card issue should be given first to Farmers of Drought vulnerable areas.

We can increase investments in health by diverting compulsorily certain percentage of funds under CSR to PP model on sharing private medical colleges and hospitals. This will enable 25% of facilities including medical education can be provided to weaker section of people as well as others as per adhaar status. The disbursement should be done through central agency digitally after collecting the CSR diverted money from all contributors. This will avoid nepotism and corruption in funding a few.

We can maximise the health returns from available resources by making it compulsory for all private hospitals and colleges should provide 25% of their facility for economically weaker sections or general public based on adhaar card. This should be intimated to local state government and central government digitally. This will seamlessly give information for decision making on PP module by state and central government or linking MP or MLA funds for financing such expenditure incurred.

I just want to give an idea for Health insurance aspect for all Indians who live in India , just similar to pradhan mantri ji ka accidental insurance by paying annual premium of Rs12/ only per person. Todays scenario is of health aspects need to be addressed for the country men urgently due to hefty medical pay outs seems to be unbearable whopping cost. Request you to cover for all medical insurance even to Dr prescribed medicines too need to be covered.

If we have good food we can have good health. India still it from street food or small restaurants. Can we have certain guidlines and regular checks reagarding Good food,Clean environement how they cook their food. will resslove many problems
