Create a nodal agency to which the industry can refer their requirement related to technology, process, efficiency improvement and the like. The agency would form selected needs into projects and assign a budget and timeline to it. The projects would be opened to individuals/ groups. On completion the solution IPRs could be shared with them. The challenging jobs with freedom to work independently & earn further through IPRs would encourage our young brains to stay & work. India should manufacture low budget televisions for BPL category & tribal group ppl. You can ask Indian companies or IIT grads for the same work. The price should be 500-2000k (black & white to color) which will be quite affordable for them. The TVs shld be compact, also run by batteries or solar, which can be used in rural places without electricity.Due to illiteracy, they cant read newspaper, so they dont have updated knowledge, so air channels like doordarshan, & DD news are very good .
