First of all to stop brain drain, open up the education sector to foreign universities, already from post graduation level so that all those flying away to USA, UK, etc can remain here, get jobs(that's another story altogether) serve the nation and save lots of foreign exchange.

Instead give sheds on rent, give cheaper electricity, develop roads and railways and create marketing infrastrucure like trade fairs etc. Rank SSI units on the basis of employment, facilities given to employees, turnover etc and recognise them to boost their moral

If govt with active partnership with builders can create this infrastrucure, SSI will get boosted as purchasing industrial shed will be eliminated from their project cost as premise is being alloted by govt on rent. Instead of giving subsidy, help industries in other ways which will give them long term benefits

Indias growth is directly connected with the growth of 2 sectors i.e Agriculture and Industry. For industrial growth continuous electricity and availability of industrial shed is must. Due to rising industrial estates land and gala rates if government can allow estate developers to build estates on a condition that FSI will be given extra and they have to transfer 50% that extra FSI to government. And govt should give those galas to SSI units on rent. This way builder, govt and SSI all will gain

Brain drain can be stopped from government to private by reducing the salary from the age of 58 years to 75 years subject to minimum of 50% of salary as pension where government can use the talent till 75 years like BJP is using the talent as ministers upto 75 years. This will also reduce huge outgo to government in final settlement at the time of retirement. This extension of reduced pay from 58 to 75 years only for productive people certified online by peers, subordinates and bosses.
