Please include provisions to inculcate values in the children through education policy. Take inputs from organisations such as Sri sathya sai vidyavahini, Ramakrishna mission and Aurobindo to include values such as compassion, integrity and honesty to be imparted in children in effective manner. As we see the world today, the education is leading nowhere without the values. Education without character is not only useless but positively dangerous.

The draft policy focuses towards exclusion of based on their merit at the school level which very dangerous for the society and to the country as a whole.
Policy says English is the mode of learning beyond fifth standard.
This will block learning of our regional language literature.

Current reservation is based on caste system. This is ruining the country. This creates a caste feeling among the citizens to a greater degree. India should be caste free in next 20 years. That should be dream of the government.
Caste based reservation makes people to feel that it is there birth right. Many of them enjoy this for more than three room generations. Caste based reservation should be restricted up to two generations so that reservation is reaching others also.

Dear Mr. Javdekar,
The suggestions provided by me in previous comments are not ground breaking revelations and has been present in public domain for years, some of them for decades, with strong consensus across the stakeholders.
However, what we need is the political will to implement these to truly unleash our ONLY leverage of HUMAN RESOURCES in the world.
If we get our education right, we can enter into multi-decade growth on back of a skilled, employable, rich & adaptive workforce. HOPE!

17. Institute an app/ web portal/toll free number for the students to be able to lodge complain of physical/sexual/any other kind of abuse by teachers or peers managed through national commission for child rights and enforce rule of the land (Protection of Child Rights Act 2005)
18. Institutionalise road-map for allowing for-profit education in schools for bringing in much needed capital to set-up quality schooling infrastructure in the country. eg cap on profits, batch size etc.

14. Link all schools in an electronic database at the R&D centre & best performing govt schools should be eligible for rewards like increase in infrastructure or aid for library/sports and worst performing schools should be put on a monitored performance improvement plan with retraining of teachers.

13. Institutionalise teacher re-training and evaluation on R&D centre generated training and evaluation content. Penalise or promote in significant way to make an impact. Start small to avoid backlash by teachers unions and then incrementally go towards building the best teacher base in the world in next 10 years. These are smart people working woefully below their potential. They will be our next line of exports, disseminator of best practices and architects of our students future.

9. Introduce importance of life-skills early in schools like growing your own food, masonry, dispensing first aid, group coordination/team work etc. It can be appended with Moral Science as life-skill classes & should be conducted in OPEN SPACES outside the classes (Swedish Education System)

6. Introduce Sports curricula with mandatory participation of all schools in at least 2 Olympic recognised sports at Cluster level & give 3% SPORTS Quota in all colleges in combination with board results
7. Introduce mandatory broadband internet access, computers & computer administrator in all schools by 2018 & leverage available education channels/content like TED-Ed, MOOCs (no need to reinvent the wheel on creating new content)
8. Link govt schools board performance to yr bonuses

My recommendations on basis of years of research
1. Allowing For Profit Education' & 100% FDI in higher education sector
2. Replicate German/Swiss model of APPRENTICESHIP
3. Reform UGC, MCI & accreditation system of universities
4. Skip reservation if any parent was in Grade A/B govt job to give benefit to really needy sections in OBC/SC/ST
5. Introduce common aptitude test after schooling on lines of US based SAT (Scholastic Aptitude Test) for admissions in colleges
