Ministry of Women and Child Development has formulated a draft Bill on “Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2016” for further consultations with all stakeholders. It aims to create a strong legal, economic and social environment against trafficking of persons and for matters connected therewith or incidental thereto.

The draft Bill has taken in to account the various aspects of trafficking and its punishments as defined in section 370- 373 of Indian Penal Code, 1860 and aims to include other offences/ provisions which are not dealt in any other law for the purpose of trafficking, such as (1) penal provisions for the disclosure of identity of the victim of trafficking and witness (2) use of narcotic drug or psychotropic substance or alcohol for the purpose of trafficking (3) use of chemical substance or hormones for the purpose of exploitation. The draft Bill has also taken in to its ambit the ‘placement agencies’ by making mandatory for them to also register for the purposes of this Act.

The proposed draft Bill aims to place dedicated institutional mechanism at District, State and Central level. It also envisages a designated Agency for the investigation of offences. It provides for Protection Homes and Special Homes for short term and long term rehabilitation support. For speedy trial with a view to increase prosecution and to reduce the trauma faced by the victims, the proposed draft Bill provides for establishing Special Courts in each district and experienced Special Prosecutors. Recovery of back wages and other monetary losses of the victim of trafficking is also proposed.

The draft Bill provides for mandatory reporting within 24 hours by a Police Officer, Public servant, any officer or employee of Protection Home or Special Home having custody of the victim of trafficking to the District Anti-Trafficking Committee or in case of child victim to the Child Welfare Committee. For the effective implementation of the proposed Act and for the welfare and rehabilitation of the victims an Anti- Trafficking Fund will be created.

Human trafficking is related with ignorance People should be made aware of the problem modus intentions and how to save oneself &others from the problem through intense media campaign. Films Short effective documentaries Textbook lessons Posters Games Quiz programs do help I have experienced that people centric alert police makes a lot of difference. Much will have to be done even after passing of the bill as it is an International programme like Drugs & black money Canvass people's achievement.

* Life in jail for who is convicted in trafficking. * High penalty for pimps because these are the people help in running the prostitution. * Rehabilitation camp. * Key thing is protect orphans by good education and jobs. * Reservations for orphans in education and jobs not for cast and religion.

There should be provision for 1. Insurance 2. Bank Acvounts need to be opened for the prostitutes. 3. Free Medical aid for the injured, old and sick prostitutes. 4. The corruption amongst the police needs to be checked for rescuing trapped girls who are forced into prostitution. Police are almost like kingpins of human trafficking getting paid their regular haftas. 5. Every red light area should have a record about the new girls brought in. In this way the trafficking will be in check.

Victims of trafficking are usually bought by businesses seeking cheap labour or by pimps who engage them in the prostitution. Hence the first step towards helping trafficking victims would be to legalize prostitution so that laws can be made to help victims and to make the business in general an implausible and costly affair which will automatically reduce the people involved in the business. It is however impossible to stop prostitution altogether as it is possibly one of the oldest occupations

I would like to suggest some points(could be already mentioned). 1. Strict surveillance at ISBTs, railway stations, airports etc through high definition CCTV. Should be monitored by police and human behavioral experts. 2. Rigorous life sentence (till death or at least 70 years)with no bail. 3. Cases to be decided by fast track courts on day to day basis. 4. No political interference to be allowed. 3. Seperate deptt to be headed by senior police officer(woman)

sir/madam few things i am writing for your consideration: 1. separate police under WCD dept. 2. separate court under WCD dept. 3. every post/police station/railway station/bus depo with WCD office. 4. Local WCD and police will be responsible for their area to stop child and women trafficking. if special raids discovers trafficking running, then Sr Police officer and WCD officer both should be suspended with immediate effect and special team will investigate to punish all guilty.
