India is accelerating towards an increasingly digitised and data-driven economy. With increasing digitization and engagement, the volume of data is also increasing exponentially, providing opportunities for better governance, service delivery and innovation in sectors critical for societal transformation.

Against this backdrop, the National Data Governance Framework Policy aims to enhance access, quality, and use of data, in line with the current and emerging technology needs of the decade.

The Ministry of Electronics and Information Technology invites all Indian citizens to bring their best ideas, inputs and suggestions to the table as we move ahead to become the hub for Data-driven innovation and decision making.

1) Outline Data security (sensitivity & privacy & consent) as like Europe’s GDPR with penalties & collaborative ownership. 2) Focus balancing both data control & data access with trustworthy source. 3) Data governance is a journey, not destination. Introduce Maturity model for data governance. Like Data integration( application integration, data uploading, data integration), Data Integrity (Data preparation, data stewardship, data quality), Data Intelligence (Data cataloging, Data lineage, Metadata Management). 4) Have Automation of Data Privacy Rules protecting sensitive data. 5) Think of Data Quality- correctness, consistent & free of noise. 6) Think Data availability for easy to consume. 7) Think Data Usability for clearly structured, documented, labelled data enabling easy search, retrieval & compatible with any tools. Ensure data is stored, converted, transferred & viewed across different platforms. 8) Define ‘Critical data stewards’ , Funding & management support, user engagement

1)please ensure how data compliance can be a facilitator rather than a burden. The data is the product,not the map. 2)Appoint Data Owners accountable for the state of data as an asset. 3)Appoint Data Stewards/ Champions to make sure data policies& data standards are adhered. 4)Appoint Data custodian (like data operators) for onboarding, maintenance & end of life updates to data assets. 5)Appoint Data Governance Committee for approving data policies, standards & handling escalated issues.6) Have Master Data Governance for continued maintenance & control of master data. 7) Appoint Data Strategist to develop & execute trend pattern Analytics. 8) Have Compliance Specialist to ensure adherence to legal, defense, medical, privacy standards. 9) Introduce procedures for managing change, defining data, stakeholders communication, measuring & reporting value, establishing decision rights &accountability, issue resolution, define ownership, educating stakeholders, define data flows, data quality
