I would suggest that only those salaries which are paid into the bank accounts of the employees/contractors be considered as deductible expense while calculating the profit/loss of the company from the taxing perspective. The objective is to ensure that the salaries which are supposed to have been paid off to the employees, gets really paid off. Mandatory payment to bank account and disincentive for cash payment will help in creating cashless society as well as prevent bogus payments/expenses.

ForMSMEs contd: A plain administrative approach is just not sufficient which seemed to have yielded the current dismal performance. With my background in the areas of Productivity and Continuous Process Improvement, I clearly see the Worth of the ZED Model and also appreciate the focus of the Scheme on NE and J & K; if only it's implemented in the required Spirit with requisite Life infused. Incidentally, some leading indicators of Improvement are needed to be incorporated into the Scheme.

Kindly remove the GST for LIC premiums. People invest in insurance sector not only for risk coverage but also for future savings aspect for long term. Through this sector govt get more money , so govt can consider to remove GST in insurance premiums.

For MSMEs: Model adopted for the ZED Scheme is indeed a very well thought design and deserves to be given more credence. Before offering consulting to the MSME units under the ZED Scheme, much coordination with individual entrepreneurship would be needed to first bring those units to ZED (and not ZED going after them); which to me would require Policy Interventions coupled with some tactical plan of action. And this is a full time roll needing a complete ownership of the project ZED.
