SECTION 194R of the Income Tax Act along with the circulars issued thereof- Samples issued to doctors should be considered as benefit in case the value of such drugs being given exceed Rs 20000 in a particular year . (EXISTING PROVISION)
EXPECTATION FROM THE BUDGET - Section - 194R should exclude samples given to doctors in accordance with UCPMP guidelines ie issuance of products for 3 patients per doctor in the entire life cycle of the product .
The intention is that India is a out of patient market and for high value drugs or novel therapies to instil the confidence of the patient a samples are must . As per Drugs and Cosmetics Act Samples cannot be issued to patient directly so involvement of Doctors is must . In such case it should not be considered as benefit in the hand of Doctors under section 194R .
Another aspect to look at is these novel drugs are imported only in case there issuance does not happen then govt loses customs duty plus ITC reversal us 17(5) of GST law

Sir,
More budget should be allocated in sectors which improve basic necessities of common citizen like:
good quality education at every age-group,
safe hygienic drinking water and food,
better sanitation facilities,
better disease surveillance mechanism,
IT enabled near-real time strict monitoring mechanisms to track Health programmes implementation at grassroot levels,
strict legal penalty action for reserved SC/ST/OBC/EWS category candidates if applying on Unreserved/General category seats in employment (as usually they also apply in UR category without submitting proof of reserved category certificate).

1. Cadre and service rules of teacher education should be made.
2. Integrated Teacher Education Program (ITEP) should be started in all government colleges of India. So that the children of poor, farmers, laborers and lower classes can get education easily and can be added to the main stream.
3. In the present time and changing circumstances, many important changes have taken place in the field of education. Even after more than 75 years of independence, the basic structure of education in India remains the same. Education needs more management than control. Therefore, India Education Service (IES) should be started by creating a cadre for the post of Administrative Officer of the Education Department. Under this, direct recruitment for the posts of Headmaster, Principal, Principal, District Education Officer, Block Education Officer, Assistant Director, Deputy Director, Joint Director, Additional Director etc. to M.Ed qualified candidates on the basis of their experience and
