As a mark of capacity building towards legally binding NDC commitment to COP21, Paris Agreement on Climate Change, please bring out a policy Act imposable on government offices & officials (both Central & State) that empower the various Courts in India to penalize such government offices & officials, both monetarily & in service report, for unnecessarily forcing citizens to consume paper by way of seeking physical paper-based document submissions, dragging with unnecessary letter correspondences, seeking redundant paper copies of written matter beyond that which is officially needed, causing to drag simplistic-and-straightforward office or service matters that are already procedurally clarified into legal fights by citizens in various courts etc., especially when zero-carbon, technology-based & well-defined alternate non-paper-based service processes exist & that which are (or can be made) functioning. Let's make India, under our PM Mr.Modi, global leader on Climate Change.

In the name of spirituality, the British rule is working all over the world.Child minded people are turned into fortune tellers and used to collect money. In their old age, they do not get the food, clothing and medicine they need.Vatican is the richest country in the world . It seems to be related to the British government for money. The British government fed spirituality to the people .In the name of spirituality. It is the Vatican that reaps the money . Due to automatic lightening of Headlamps of Two Wheelers on day time also is emitting too much heats in the atmosphere. This compulsory lighting may necessory in foggy region to visble the vehicles. But other area like Kerala, Tamilnadu etc I think it is unnecessory especially in summer seasons. Stoping this automatic lighting system may help the enviornmental heating.

Sir, please try to integrate the country better. The country can have a divided mind between states, languages in a broader sense. This will weaken the strength of the country. So, please consider programmes/projects to merge societies based on states. (Pilgrimage/education may be an easy and typical one). The regional spirits always happen to be a narrow vision.
