In 2025, the Central Adoption Resource Authority (CARA) is placing special focus on promoting family-based care for children with special needs (Divyaang children). In collaboration with MyGov, CARA invites all Indian citizens to participate in an important national discussion on the theme:
“Non-institutionalized Rehabilitation of Children with Special Needs (Divyaang Children)”

This initiative seeks to create a collaborative platform where citizens can:
1. Share insights on the challenges and barriers in the identification and adoption of children with special needs
2. Suggest innovative ideas, strategies, or solutions to strengthen the adoption ecosystem
3. Contribute to policy-making by offering actionable recommendations to ensure a loving family environment for every child, especially those currently residing in Specialized Adoption Agencies (SAAs) and Child Care Institutions (CCIs)

Your thoughtful suggestions can play a key role in shaping a more inclusive, compassionate, and efficient adoption framework for Divyaang children.

Who can participate?
All Indian citizens are welcome to join the conversation and submit their ideas.

Selected entries may be featured in national-level publications, exhibitions, and even considered in policy discussions aimed at improving the lives of children with special needs.

Every child deserves love, care, and a family — not just shelter. To strengthen family-based rehabilitation for Divyaang children, I suggest: Early Identification & Counselling: Build community-level programs for early screening, family counselling, and sensitization toward adoption of children with special needs. Digital Awareness Campaigns: Use social media and school platforms to reduce stigma and promote inclusive adoption. Supportive Ecosystem: Provide financial incentives, therapy support, and post-adoption care for adoptive parents. Training & Collaboration: Train adoption agencies and local bodies to handle special needs adoption with empathy and expertise. Govt can tie up with the skill development centres tp train debang children to the need of the industries. same children can be trained in Computers and can be placed in Govt jobs also

form a society of the parents of Divyang Children and support from Corporates and from the philanthropist. Philanthropists can give building and the Corporates cam provide food. Govt can give Education

Dear Sir, Divyang Children are God s children so individuals taking care is not sustainable one. This work can be easily carried out by corporates. Corporates can form their own NGO completely funded by them will be the best Solution.

1.Adoption of Divyang children must be under supervision of Government 2.If the adopting family have finincal stability,then only allow adoption. The family have to submit finincal stability details to Government. 3.Adopting family have no criminal backgrounds, Conducted local investigation Police Good Certificate is mandatory for further proceedings for adoption of disability children. 4. Government must conduct rutine house visit on every month to ensure that the child is safe and happy 5.Dont allow adoption to single persons, homosexual persons like Lesbian,Gay partners. 6.Government must ensure the education of adopted children up to higher secondary level. 7.Government/Other agencies have equal responsibility to ensure Education, Health, Happiness and other needs of children up to 18 years Old. 8.Adopting family Will create fixed bak account in the name of Adopted children not less than 3 lakhs. 9.He/She(Child )can operate fixed Bank account after getting matured 18 years.

As rightly said by Nick Vujicic ‘Fear is the biggest disability of all. It will paralyze you more than being in wheelchair’. The Constitution of India gives equal rights to every legal citizen of India, whether they are healthy or disabled in any way (physically or mentally). The current Indian government has also proposed to use word ‘Divyang’ (Divine Body) instead of ‘Disability’ (Viklang) as they are special souls of God. For a Divyang to keep their life colorful, utmost important is to give them due attention, assistance and support from their family, friendly environment and should be engaged in community driven programs. Sewa International has always lent a helping hand towards integrating people with disabilities into mainstream society, by empowering them with skills and education throughout the country. Our journey towards Divyang Care & Rehab started in the year 2011 and running special care programs in three states; Karnataka, Tamil Nadu and Maharashtra.

The answer is Hanuman ji. Hanuman ji was addressed as the Golden Bird. Hanuman ji, who had a body like healthy gold, flew to Lanka like a bird and became a fly to find out everything. The answer is Hanuman ji, the real hero of Indian philosophy, indicated as "golden Bird of India."
