In 2025, the Central Adoption Resource Authority (CARA) is placing special focus on promoting family-based care for children with special needs (Divyaang children). In collaboration with MyGov, CARA invites all Indian citizens to participate in an important national discussion on the theme:
“Non-institutionalized Rehabilitation of Children with Special Needs (Divyaang Children)”

This initiative seeks to create a collaborative platform where citizens can:
1. Share insights on the challenges and barriers in the identification and adoption of children with special needs
2. Suggest innovative ideas, strategies, or solutions to strengthen the adoption ecosystem
3. Contribute to policy-making by offering actionable recommendations to ensure a loving family environment for every child, especially those currently residing in Specialized Adoption Agencies (SAAs) and Child Care Institutions (CCIs)

Your thoughtful suggestions can play a key role in shaping a more inclusive, compassionate, and efficient adoption framework for Divyaang children.

Who can participate?
All Indian citizens are welcome to join the conversation and submit their ideas.

Honaranle PM Dear Modi, How to make gov documents easy to citizens ahall be second step. Pasport seva going to Banks for biometric and validation of documents. through self going to police station and approving second biometric with adhar otp system. Adhar and parents documents shall be suffucient for minors were Adhar reflects father or mother name. birth certifate shall be sufficient for age proof. how to nake services simple and eassy for citizens shall be the goal. online gov education system and selection of subjects up to 12th shall be provided by gov of Bharath as going to schools shall not be mandated. a online exam for every year shall be conducted and certificate issued for every class by GOV of Bharath. this is way to bring poor people to main stream in educatuon system were fee is a big pronlem for the poor or not reachable people . thanks DP

My suggestions 1. Make sure that parents are treating the kids properly, some ngo can be assigned to monitor. 2. Make sure parents don’t be burdened too much. Govt assurances for free education and assistance for better wellbeing. 3. Make sure kids are adopted in a home which is equal in status as their previous home. 4. Monetary benefits can be given for sustenance of family. 5. Caregivers can be assigned for proper health and psychological evaluation. 6. Caretakers can be assigned to make sure that these children are getting all the benefits of govt schemes. 7. Parents should be given training to adjust according to specific needs of children.

The active force ,needs to deploy at the various field at the various front/places in and outside India like Afghanistan etc. The need of active armed personnel are inevitable, whereas other than that a good number of veterans are essential could be well-utilised for a number of passive jobs of the nature of day to day jobs, for acquiring necessary info, mingling into the common people, for jobs like local marketing, cooking, adm jobs, accts , procurements, doing extensive Guard duties etc. the patriotic, experienced veterans could be of very useful, if thought in a vast arena where a good number of retired, believable personnel could be of great use, if authority think at a broader perspective!

My individual views/suggestions are: The key issue is the hesitation and lack of preparedness among prospective parents regarding the adoption of children with special needs (Divyaang children), which perpetuates their stay in institutions. To solve this, CARA and the government must implement a multi-pronged approach: de-stigmatize disability through national awareness campaigns; offer guaranteed, lifelong financial and medical support packages (including therapy and insurance) to adoptive families; and establish a "Mentor Family Network" to provide real-time, peer-to-peer guidance. Simultaneously, the adoption process for these children should be fast-tracked and include the provision of transparent, easily accessible medical and developmental profiles, ensuring that every child finds a loving, family-based environment quickly.

Divyaang children is a very big concern for our society as well as country.it should be resolved with cooperation of society.first point is to make a rehabilitation plan for disabled at child birth .second social rehabilitation centre has to be established for adopt and proper care of children.third a children rehabilitation fund has to be created for proper care

सरकार ने बहुतांसी योजनाये सिनिअर सिटीझन के लिये कार्यान्वित कि है. बहुत सी हेल्पलाईन्स और NGO बनाये है लेकिन सरकार ने वेबसाईट पर जाके ये हेल्पलाईन, NGO के फोन कार्यान्वित है कि नही ये भी जिम्मेदारी लेणी चाहिये. क्यो कि मेरा अनुभव है कि मै खुद इसमे से गुजरी हूँ. 19 सप्टेंबर मे किया है FIR, और मोबाईल का "लास्ट सिन" मुझे अभितक नही मिला है मै 67 साल कि हूँ. और MISSING केस है 72 साल के. कोई हेल्प लाईन काम नही आयी. मुझे खुद कोमलेंट लिखानेको जाना पडा. अभी तक कोई जादा प्रोग्रेस नही है. कोई उत्तर देगा?

The government should provide tax exemption for innovations that help children with disabilities. Basic facilities should be provided in public places for women and caregivers to care for children with disabilities. If women caring for children with disabilities are destitute, abandoned by their husbands, widows and have no means of income, they should be given a government job on a compassionate basis in the central government, state government and local government bodies. If that is not possible, they should be given financial assistance by providing interest-free loans to start a business. A special medical plan is needed to protect children with disabilities from diseases that may arise due to their physical disabilities. An insurance plan is needed. Physical exercise equipment that can maintain physical health is also needed.

Special schemes should be developed to protect the welfare of children with disabilities. Right to Education should be implemented in schools near their homes. To protect the welfare of children with disabilities, minority and non-minority schools should implement Rights to Education without discrimination. Even if other children cannot get a seat in minority-run schools through RTE, the central government should at least make arrangements for children with disabilities. Access to schools near their homes will help avoid the pain caused by travel. The academic year will differ from state to state. The central government should provide funds for RTE within the first three months of the academic year in the states. Special funds should be provided for the development of educational institutions for children with disabilities.
