Panchayats are grassroots of our democracy.It is imperative that Sarpanch should be aware of his crucial role in percolating down Government policies to our rural population.Therefore it is very important that seminars should be conducted for Sarpanch at district level.Also Collectors should call for meeting of Sarpanch and brief them. Further a close watch should be kept at finances at Sarpanch disposal and it should be ensured that there is no misutilization It has been observed that there is manipulation in MANREGA scheme and IRDP implementation.It has been reported by NCAER that only 2 % of the funds are utilized and that too to wrong beneficiaries.

Farm Tour/picnic Concept to attract urban locals 11.Incentive point system for timely payments, donations,etc.

Along with the policies made for Panchayati Raj system , all the village panchayats may strictly be instructed to set short term and long term targets to achieve 17SDGs. Upon annual evaluation of achievements towards 17SDGs, awards ("SDG Award") may be given every year to the promising village panchayats in order to promote achievements in 17SDGs.
