The thought process behind the Panchayati Raj system was to make democracy functional at the local level, and driven by citizens' needs and participation. It was therefore introduced as a three-tier system that decentralised governance.
1. Every village should be awareness on solar power that is equipped with solar pannels
2. villages should use EV Vehicles
3. Pump Motors run by solar energy
4. plan to cultivate organic vegetables
5. use cow dung as manure

Panchayat is a base of development of country.it is our backbone for growth of development .
1 panchayat should be free economically and take decision for development of village.
2 panchayat should collect village tax for development of village.
3 A Panchayat Adhikari should be appointed for every panchayat management.
4 panchayat should take responsibility for established small scale industry in village level.
5 Agriculture related problem should be solved by panchayat .
6 Moral education should be given to all people related to village.

The Panchayat Raj system was first adopted by the state of Rajasthan in Nagaur district on 2 Oct 1959 but first started by Andhra Pradesh. During the 1950s and 60s, other state governments adopted this system as laws were passed to establish panchayats in various states. Maharashtra was the ninth state.

Three-tier Panchayati Raj system: Gram Panchayat, Panchayat Samiti and Zila Parishad. Directly elected representatives to constitute the gram panchayat and indirectly elected representatives to constitute the Panchayat Samiti and Zila Parishad.

Panchayati Raj (Council of five officials) is the system of local self-government of villages in rural India as opposed to urban and suburban municipalities. It consists of the Panchayati Raj Institutions (PRIs) through which the self-government of villages is realized.

When there’s no citizen charter, entire series is corrupt because there’s no tight law against corruption, there’s no deterrent. Trust me PM sir, In India system doesn’t work, whatever is happening is a miracle and whatever is visible has put lots of bribe which is now black money. Our country works on whims and fancies of babus and clerks. Judiciary is a respite but they are overloaded with cases due to apathy of our babus.
