What government control do, every one must understand.
Suppose 30% Milk supplier mix water in milk for sale.
So government imposed inspector raj on public demand.
Now 30% corrupt people force honest inspector to become corrupt.
And 30% corrupt inspector forces honest milk supplier to mix water in their milk.
Hence all milk producer and inspector become corrupt.....
