The National Council for Vocational Education and Training (NCVET) was notified as an overarching skills regulator on 5th December 2018 vide notification No. SD-17/113/2017-E&PW

The NCVET will regulate the functioning of entities engaged in vocational education and training, both long & short-term, and establish minimum standards for the functioning of such entities.

Pursuing its mandate, NCVET has developed a draft of the ‘Guidelines for Recognition of the Awarding Bodies’. These guidelines are an attempt to standardize operations and outcomes of the Awarding Bodies (ABs) in the skills ecosystem. This will lead to improvement in quality and market relevance of skill development programs lending credibility to vocational education and training, encouraging greater private investment and employer participation in the skills space.
Guidelines define scope, criteria, tenure and detailed process of recognition as an AB. A robust mechanism of monitoring and evaluation based on well-defined parameters forms integral part of the guidelines.
The AB guidelines are structured as eligibility criteria and continuance criteria. The eligibility criteria ensures that ABs demonstrate required sustainable capacity earmarking the basic minimal organizational requirements and necessities. The continuation criteria ensures continuity of an awarding body based on its performance against the monitoring and evaluation parameters.

Construction workers' skill should be upgraded so that they know what they are doing and what can happen if they don't do their job properly. They should be taught about working as per relevant standards and inculcate perfection in their working than just doing for sake of doing. 'Ustaad Ji said so' or 'Jugaad' culture in workmanship has to be replaced by systematic working with perfection

We talk 'Make in India' and 'Skill Development' for manufacturing sector. Farm sector has potential to feed entire population. We have to import fertilizers, seeds, grains, edible oil, onions etc. Farm sector is totally monsoon dependant. Start campaign 'Make in India' in farm sector so that we need not import grains etc. Involve 'Skill Development' so that farmers harvest with less water. Companies can adapt villages for development of micro irrigation system and Skill Development under CSR

3. Market-course coordination digital portal has two functionalities is implemented. In first, companies are made to register beforehand and present their bids(rough estimate of number of recruits) for courses. With this given number Polytechnic colleges are asked to bid for their proposed number of students. The National Council for Vocational Education and Training will allot the courses to colleges

2. State government product bidding digital portal: In this portal, Once product portfolio of trade deficit products and research deficiencies are identified, state governments are allowed to bid for a product manufacturing and the selected region is developed for facilitating manufacturing operations. All zones are geographically optimized holistically to maximize logistics efficiency.

1. Research coordination digital portal: In this portal after identifying the research deficiencies in critical trade deficit products, professors and PhDs are allowed to bid for projects in the digital portal with specific research outcomes. Professors bidding for the same project will have option to collaborate. PhDs interested in scaling up their prototypes are given loans under RBI's Priority Lending Sector.

To interconnect whole chain of the system involving ITIs colleges, researchers, trade deficit products, 3 digital platforms can be instituted namely: 1. Research coordination digital portal is setup under National Research Foundation/CSIR where professors/PhDs are allowed to bid for projects. 2. State government product bidding digital portal where they present a list of locations for each product. 3. Market-course coordination digital portal where companies and colleges present bids for courses
