There should be a policy that the company which manufactured the product must take its waste/obsolete products back with the responsibilty of safeguarding of data if any.

Obsolescence of electronic items is about 3 to 5 years due to software and other issues of ASS. But many of these items are still in working condition It is imperative to make it mandatory to exchange these obsolete, old items for new purchases. A centralised agency or licensed agencies may be permitted to recycle and reuse these items for seconds sale.We could ill afford to let the commercial, unbridled proliferation of these items just because they have become cheaper due to technology.

Thei e tech get advance after every year and for best result we have no option to abonden the use of various electronic gadgets. A well framed policy may give us a optimal return value of our outdated device on the one hand and it would provide the raw material very usful for electronic industry.

Idea of circular economic policy of e waste would be like a boon for digital safety on one hand and proper digital disposal on another hand for the sake of data security.

The no waste in e-waste can be achieved, making the common national draft policy for the manufactures to have an buy back, surrender the e waste after period of time unlike the motor vehicles, at the designated places, marked by Govt of India.
Encourage the usage of the alternative materials-bio based products as the parts of the electronic goods.
We need have an expiry or life of the product o be predetermined for the customer on the product purchased
