Overall , balancing roadways, waterways or airways, minimizing the risk, eco friendly, eliminating the waste etc will help better movement or transportation.

Later we can intriduce long distance roots. Water ways , air ways are time save but risky than land ways. It is general thought.
Ports can be consider industrial visits for college students, school children , public etc. Kind, dakshinchithra in chennai. It will help to improve the knowledge.Otherwise peopke will not have ideas only. They will know in movies only.

But generally transport initial stage fear ( accidents etc) will be there, roadways is much safe than water or air. As ladies is concerned, we fear. We take generally safest ways most ladies.
So introducing water ways is good option. But need to ensure safety, Infrasturcure , cleanliness ( some ports are not clean or not like airport) .
Initial stage , shortest distances can introduce. 20 mins drive 10 min or 30 mins etc.

As per my understanding, the transportation we can categories or options we have in land ( cycle,bus, train, car etc) in water ( boat, ship etc) nd in air( helicopter, flight etc). So the transportation need to balance in all the three ways. So that we can avoid pollution free , - means in land, water or air.
As far as water ways concerned we used to go in tourist spots like in boats, parisal or ship ( kanyakumari it is there for Vivekananda rock - 10 mins boating ) we liked it.

A ‘One Nation, One Port’ idea is slowly taking shape with the Centre drafting an Indian Ports Bill to replace the Indian Ports Act 1908 that will give it sweeping powers to “regulate and control” ports which are in the concurrent list of the Constitution.
Coastal States, which have been aggressively pursuing development of ports under their jurisdiction, are expected to balk at the plan that will dilute their freedom over this key infrastructure sector, port industry sources said.
