The Central Government Ministries/ Departments and Central Public Sector Undertaking are mandated to procure 25% (as amended in 2018) of their annual value of goods or services from micro and small enterprises vide Public Procurement Order Notified vide S.O. 581 (E) dated 23rd March 2012. Under the policy, 358 items are exclusively reserved for procurement from MSEs which help in the promotion and growth of Micro and Small Enterprises and play a critical role in fostering inclusive growth in the country.

The existing list required a relook to find out the relevance in the present-day context of technological change, and the growth of small and micro enterprises. The Internal Technical Committee of the Ministry of Micro Small and Medium Enterprises has prepared a revised list of 469 items (including Goods & Services) to be reserved for exclusive procurement from MSEs.

Stakeholders, Industries associations, MSME units and the General public are invited to share their suggestions and comments on the list of 469 items reserved for exclusive purchase from MSEs under the Public Procurement Policy.

My suggestion is state wise , handicraft items to recognized and then to be included in 469 items. For Example in Kerala the items made with the use of coconut tree or wooden crafts and their herbal remedies and medicines. In Maharashtra - The traditional hand loom cloth manufacturers, like the paithani. In Gujarat - there are several items sold and produced on small scale. Gujarat authentic kadi masala, chaas masala and other stone /clay and iron utensils from tribal communities. So each state should identity their products for this and team to made to do the inspection for these product list to verify and authenticate. MSMEs contribute more than 29% to the GDP and are responsible for 50%. MSMEs employ more than 11 crore people so maximum items of local use products should be covered under MSME.

Public procurement policy’s benefits apply equally to both manufacturing and services and based on Udyam registration data, the majority of MSMEs are services based. Given that MSMEs are adopting technology for growth and are capable of serving more customers, it makes sense for the government to include services in the list. By doing this, it would give assured market to service MSMEs as well,”

Modi ji, please don’t give Chandigarh to Punjab or Haryana. Let them develop their own capital. Instead of that please go with the original plan where 40 km land around Chandigarh belongs to Chandigarh.

I think the msme sector is growing well.It is good that govt has identified 469 essential items.I suggest that this should also include more food products or the products requires for the manufacture of packed food products.I think it should also use the small sector well to ensure the balance in the economy of the nation.
