The Central Government Ministries/ Departments and Central Public Sector Undertaking are mandated to procure 25% (as amended in 2018) of their annual value of goods or services from micro and small enterprises vide Public Procurement Order Notified vide S.O. 581 (E) dated 23rd March 2012. Under the policy, 358 items are exclusively reserved for procurement from MSEs which help in the promotion and growth of Micro and Small Enterprises and play a critical role in fostering inclusive growth in the country.

The existing list required a relook to find out the relevance in the present-day context of technological change, and the growth of small and micro enterprises. The Internal Technical Committee of the Ministry of Micro Small and Medium Enterprises has prepared a revised list of 469 items (including Goods & Services) to be reserved for exclusive procurement from MSEs.

Stakeholders, Industries associations, MSME units and the General public are invited to share their suggestions and comments on the list of 469 items reserved for exclusive purchase from MSEs under the Public Procurement Policy.

i am more concern about very small scale production units in home. it call कुटीर उद्योग। I find very intelligent and uneducated people prepare pen, screw driver etc.etc in home and selling in train and bus. I want government should also purchase products from them. if they are promoted then they have potential to become big industry. they are exploited by shop keepers.

1. prepare list category wise. so easy to find out product. a. dairy products 2. leather products C. Electric products. this information on first page. 2. Electric plug can replace easily without replace of wire. mostly products wire and plug both need to replace. avoid this. this type of repair should arrange in products. every three months list should update. so new item available at SMEs can add in list. products manual in hindi and english. electricity and fuel consumption details on front of products visible. 3.

But one thing not mentioned is that 5 star rating electric consumption products should purchase. Less electricity and fuel consumption should give preference. ISI mark also compulsory for electric products. Give preference in minimum packing and minimum plastic use. I suggest return maximum outer packing at the time of receiving of products. This will reduce of cost of products. Inner packing can also return to manufacturers after selling to consumers or use in department. Give discount if products sale at govt. Canteen. I used to return shoe box to shoe seller when I purchase new shoe. Same I want in government. This list can share with MSEs association. They will give better suggestion. Sustainable is new mantra to add in government purchase. Liquid shampoo or oil to purchase in jar or drum o big size container. So consumet can fill in their own bottles.
