Cooperatives are the mainstay of the rural economy ensuring sustainable livelihoods and income for people. There are 8.5 lakh cooperatives in India, out of which 1.77 lakh (about 20%) are credit cooperatives and the remaining 80% are non-credit cooperatives engaged in various activities. The cooperative movement has fostered a membership of more than 29 crores with a network stretching through the entire length and breadth of India. The cooperatives play a significant role in growth and development of various sectors by generating employment and income, for examples - Dairy (1,77,314 Co-operatives with turnover of Rs. 93,556 crores), Housing (28,945 Co-operatives with Loans Disbursed of Rs. 12,711 crores), Labour (46,818 Co-operatives with Membership of 27,30,000), Fertilizers (Co-operatives producing 20% of total Fertiliser in country), Fisheries (20,804 Co-operatives with membership of 32 lakhs), Sugar (188 Sugar Factories with Production of 35% of total Sugar produce), Agro- processing etc. Also Credit Cooperatives are key to ensuring financial inclusiveness in the country by disbursing credit to marginal sectors. These milestones have been achieved through a network of 21 national-level, 390 state-level, and 2705 district-level cooperative federations in the country.

The new Ministry of Cooperation has been set up by the Government of India by notification dated 06.07.2021 with the mandate of realization of vision “Sahakar se Samriddhi”, strengthening of cooperative movement in the country, deepening its reach up to the grassroots, creation of appropriate policy, legal and institutional framework to help cooperatives realize their potential, etc. As one of the major steps to fulfil the above mandate, the Ministry is in process of formulating a new cooperation policy, since the existing policy was formulated way back in 2002. The new policy would address the challenges faced by the sector in today’s world.

The new cooperation policy is being formulated in consultation with all the stakeholders. The Ministry has received many valuable inputs and suggestions from the State Governments, Central Ministries, Federations and Institutions. A national conference with State Governments and the Central Ministries was also held on 12-13 April, 2022 at Delhi. The Ministry is also in the process of holding a series of stake holder consultations for formulation of new cooperation policy.

As a part of this consultation, the Ministry is inviting your valuable inputs/ suggestion for formulating the national cooperation policy under various themes.

नई सहकारिताओं की स्थापना, सहकारिता का सतत विकास सहकारिता और उसके उद्देश्य को देखते हुए ऐसा लगता है कि भारतीय ग्रामीण अर्थव्यवस्था का जो ढाँचा एवं क्षेत्र है; वह सम्पूर्ण विकास कि दृष्टि में सिर्फ सहकारिता का ही कार्यक्षेत्र हो सकता है।आज भारत कि आर्थिक व्यवस्था कृषि एवं ग्रामीण विकास पर आधारित है।  भारत कि लगभग ७० प्रतिशत आबादी भारत के लगभग ६ लाख ग्रामों में रहती है जो कृषि तथा कृषि पर आधारित उद्दोगों पर आश्रित है।  परम्परागत रूप से चली आ रही भारत कि भौगोलिक, सामाजिक व्यवस्था में यह बात निर्विवाद हो चली है कि आरम्भ से ही ह एक कृषि प्रधान देश है और भविष्य में भी यह आधार बना रहेगा;  ऐसी धारणा सभी की है।  इसलिए ग्रामों का देश भारत सहकारिता के लिए व्यापक कार्यक्षेत्र है।  जहाँ सहकारिता अपने सभी उद्देश्यों को ग्रामीण विकास प्रक्रिया में सहज ही प्राप्त कर सकती है।

👉🏻 •∆आवास योजना में होने वाली धांधली को रोका जाए मिलने वाले पैसों में से थोड़े पैसे वहां के मुखिया और बैंक कर्मचारी ले लेते हैं पैसे दिलाने के नाम पर 👉🏻•∆अपने गौशाला को घर दिखाकर आवास योजना का लाभ उठाते हैं इसकी जांच करनी चाहिए 👉🏻•∆उनके प्रॉपर्टी दस्तावेज को अच्छे से चेक करना चाहिए 👉🏻•∆सर्वप्रथम जिसे ज्यादा जरूरत है उसे आवास योजना का लाभ देना चाहिए ना कि गांव के मुखिया के निजी परिवार को? 🙏🙏 धन्यवाद 🙂 ∆•👉🏻 दिखेगा भारत तभी सुधरेगा भारत

Before introducing New Cooperative policy it is need to solve the burning issue of 21 lakh poor depositors of AADARSH MULTISTATE CREDIT COOPERATIVE SOCIETY who are suffering from four years not getting back our life long hard earned money.It is the responsibility of central govt to return our money with out court cases and unnecessary obligations.Why govt is not taking as serious although we representing in so many times in so many ways to govt.We family members of 21 lakh depositors are eagerly waiting for our own deposits.We are not culprits only directors deceived govt officials.Why central registrar given permission to society from 20 years to collect deposits from people.Audit party given good certificate every year to society.By this we done mistake to deposit our money to get better interest from society.So kindly solve our problem by this new act and avoid deaths of poor depositors.Otherwise there is no meaning of these type of NEW ACTS.SAVE DEPOSITORS.RETURN OUR MONEY.JUSTICE

cooperative needs fresh push up as it gives more employment at local level besides devolping micro buisness houses to increase the income of the participating people's.

Corporate values and ethics all along been ignored by the players across India and plundering have been a normal features of profit maximization.The leather,jute, cement and the chemical industries are producing more health hazardous agents within the society then eco-friendly finished goods and the worst sufferers are none than the labourers in the premises and the inhabitants of the vincity. Contractual employment must be considered when social and health security measures,EPF,ESI, Work men compensation and insurance at risks complied therewith. Fact is today labourers don't have any option,instead sweat the role of 12 long hours performer against 8 hours wages. The conditions of child labourers and the women have been replaced by the modern slavers and no corporate giants are ready to resolve the issue for the prosperity to the nation. The mall practice;misappropriation of funds or evasion of taxes could have been ceased but deliberately ignored since pre-independence.

Sir,as cooperative is state subject ,central can do less..but atleast in state where bjp in power,model cooperative Act on line of company act but simplified and no govt interference in working of cooperative.if required l then govt should step in.Most cooperative are like govt deptt headed by IAS -apex is now outdated concept. all state acts are obsolete or needs revamp for admin,accts,audit etc.Cooperative should work like separate company.They should be allowed to raise share capital thru Sebi,invite deposit from public etc.Managementz should be professional and run by stakeholders.

सहकारिता की नीति मे यह कडाई से पालना होनी चाहिए कि खुली सदस्यता हो , सहकारी संस्था के पदाधिकारी केवल अपने परिवार व मिलने वालो को ही सदस्य बनाते, इससे भ्रष्टाचार बढता है । साथ ही किसी भी संस्था मे कार्यरत कर्मचारियो के रिश्तेदारो को संस्था के चुनाव मे खड़े होने होने पर रोक होनी चाहिए, रिश्तेदार की परिभाषा भारतीय रिजर्व बैंक द्वारा दी गई वो ही होनी चाहिए। सहकारी संस्था के निदेशक को लगातार दो टर्म नही देने चाहिए। संस्था की ऑडिट मे संचालक मंडल ( board of directors) को उत्तरदायि बनाना चाहिए, न कि कर्मचारियो को । दो सी ए की आडिट के बाद एक सरकारी आडिट होनी चाहिए।
