Cooperatives are the mainstay of the rural economy ensuring sustainable livelihoods and income for people. There are 8.5 lakh cooperatives in India, out of which 1.77 lakh (about 20%) are credit cooperatives and the remaining 80% are non-credit cooperatives engaged in various activities. The cooperative movement has fostered a membership of more than 29 crores with a network stretching through the entire length and breadth of India. The cooperatives play a significant role in growth and development of various sectors by generating employment and income, for examples - Dairy (1,77,314 Co-operatives with turnover of Rs. 93,556 crores), Housing (28,945 Co-operatives with Loans Disbursed of Rs. 12,711 crores), Labour (46,818 Co-operatives with Membership of 27,30,000), Fertilizers (Co-operatives producing 20% of total Fertiliser in country), Fisheries (20,804 Co-operatives with membership of 32 lakhs), Sugar (188 Sugar Factories with Production of 35% of total Sugar produce), Agro- processing etc. Also Credit Cooperatives are key to ensuring financial inclusiveness in the country by disbursing credit to marginal sectors. These milestones have been achieved through a network of 21 national-level, 390 state-level, and 2705 district-level cooperative federations in the country.

The new Ministry of Cooperation has been set up by the Government of India by notification dated 06.07.2021 with the mandate of realization of vision “Sahakar se Samriddhi”, strengthening of cooperative movement in the country, deepening its reach up to the grassroots, creation of appropriate policy, legal and institutional framework to help cooperatives realize their potential, etc. As one of the major steps to fulfil the above mandate, the Ministry is in process of formulating a new cooperation policy, since the existing policy was formulated way back in 2002. The new policy would address the challenges faced by the sector in today’s world.

The new cooperation policy is being formulated in consultation with all the stakeholders. The Ministry has received many valuable inputs and suggestions from the State Governments, Central Ministries, Federations and Institutions. A national conference with State Governments and the Central Ministries was also held on 12-13 April, 2022 at Delhi. The Ministry is also in the process of holding a series of stake holder consultations for formulation of new cooperation policy.

As a part of this consultation, the Ministry is inviting your valuable inputs/ suggestion for formulating the national cooperation policy under various themes.

Documents registered with society for loan beneficiary should be simply and everytime they have to visit Register office for register their dues with society and after completing they again visit register office for cancellations of bank dues. Time and energy is so high and there is online transactions for registration and cancellations it will help the beneficiary to save their time and energy

The elections of the National level Cooperative Societies needs to be monitored and conducted by the Minister of cooperatives/ Registrar cooperatives GOI, so that manipulation of the constituencies for favouritism are not framed. It is being observed that the selection of constituencies is made in such a manner so that the favourite members are elected who elect the their man as chairman. This ambiguity needs immediate attention. 2. In the Annual Report of National Level Coop. Societies must have following information: a. Name of Society to whom Chairman and Director represent alongwith Society Regn No., Address, Membership No. b. Yearwise / tenurewise full details of their participation in that Orgn and post hold (From __to __) alongwith the Society's name they represent , with complete address and Membership No. 3. Dual Citizenship person should not be allowed to contest any election in Cooperative Sector. 4. No business relation be allowed to family members of Corporator's Orgn.

so many co-operative societies are there in india,like Agriculture cooperative societies, fisheries cooperative, Weaver's cooperative etc, the theme is, each for everyone.. everyone for each. implementation is more than important policy. fruits of the aims must be reach the common people. the success of any program is depending on monthly review and commitment of executive. think globally act locally.Legal and Regulatory Framework is critical. In the past, the management of some cooperatives used the funds for their personal benefits. Such incidents erode the members' faith in that cooperative. The cooperative management should be made transparent to the members and answerable to the regulator.Society's involved in financial,welfare, housing marketing should be separated out into a different sector.

cont-- of the product analysis with the price rate. While focusing on all this new cooperative policies the government should also look on the software design and development and project documentation with a best training and capacity building where all forms will be brought up .The formulation of the NPV should also be followed up for the calculation of the exact figure for the production in the new cooperative policies, after that the best production will be submitted in the new cooperative policies and societies. Note-- We are working and we will work, we will not loose the hope but hope will salute one day. Good governance will really play the most vital and important role in every sectors, this is the promise. Great time with great work .

cont-- Bid process and commercial specification is also tied up with the bidding terms and conditions where stakeholders are a part of it via filling up quotation and tender, request for proposal in this new cooperative policy will be the main activities where E-governance project activities will be followed up and current states Assessment and future states Definition will be brought up with final selection. The new cooperation policy is being formulated in consultation with all the stakeholders. According to the parameters the government should follow the basic techniques of EOI that is prepared in the early stage and RFP prepared in the last stage between that the vendors will be short listed The government while following the originality of the new cooperative policy that should also focus on the CAPEX and OPEX that is capital expenditure and operating expenditure according to there productions and prices. Great once again in the formation of giving Ideas suggestions and feedbacks we are always in one or the other way tries to provide a beautiful and get to together information which helps our country INDIA to focus on the exact mirror and opportunities which they are never thought of or rather waiting for the exact mission or vision to complete the target on a basic service level or master level. Cont'd---Our economy is more dependent on agricultural activities to take care of affordable food for large population. This is my imagination there could be better systems already in place.Our basic problem is large family with few earners. We are able to sustain because of self sufficiency in food. China has got over similar problem by becoming manufacturing hub of the world. Some society's do extremely & well organized depending on the category. Create lot's of employment which is most important. They have excellent systems in place to take care of the institution with long sighted goals. This basically depends on the integrity of the management committee. More R&D should happen in these sectors to improve quality & productivity to be self sufficient enterprises.
