Cooperatives are the mainstay of the rural economy ensuring sustainable livelihoods and income for people. There are 8.5 lakh cooperatives in India, out of which 1.77 lakh (about 20%) are credit cooperatives and the remaining 80% are non-credit cooperatives engaged in various activities. The cooperative movement has fostered a membership of more than 29 crores with a network stretching through the entire length and breadth of India. The cooperatives play a significant role in growth and development of various sectors by generating employment and income, for examples - Dairy (1,77,314 Co-operatives with turnover of Rs. 93,556 crores), Housing (28,945 Co-operatives with Loans Disbursed of Rs. 12,711 crores), Labour (46,818 Co-operatives with Membership of 27,30,000), Fertilizers (Co-operatives producing 20% of total Fertiliser in country), Fisheries (20,804 Co-operatives with membership of 32 lakhs), Sugar (188 Sugar Factories with Production of 35% of total Sugar produce), Agro- processing etc. Also Credit Cooperatives are key to ensuring financial inclusiveness in the country by disbursing credit to marginal sectors. These milestones have been achieved through a network of 21 national-level, 390 state-level, and 2705 district-level cooperative federations in the country.

The new Ministry of Cooperation has been set up by the Government of India by notification dated 06.07.2021 with the mandate of realization of vision “Sahakar se Samriddhi”, strengthening of cooperative movement in the country, deepening its reach up to the grassroots, creation of appropriate policy, legal and institutional framework to help cooperatives realize their potential, etc. As one of the major steps to fulfil the above mandate, the Ministry is in process of formulating a new cooperation policy, since the existing policy was formulated way back in 2002. The new policy would address the challenges faced by the sector in today’s world.

The new cooperation policy is being formulated in consultation with all the stakeholders. The Ministry has received many valuable inputs and suggestions from the State Governments, Central Ministries, Federations and Institutions. A national conference with State Governments and the Central Ministries was also held on 12-13 April, 2022 at Delhi. The Ministry is also in the process of holding a series of stake holder consultations for formulation of new cooperation policy.

As a part of this consultation, the Ministry is inviting your valuable inputs/ suggestion for formulating the national cooperation policy under various themes.

sir, good evening, in some cities new building is constructed and build and room owners or it's talents are living but there is an delay in issuing the OC as per my knowledge we can not registered Society under state co-operative housing act. There is an another problem like some nimitority which are possess the top post in society they are forcing the majority owners to pay the non occupancy tatency charges and those, and other members who possess top post are paying society charges. There is an inequality, rule must be equal for all. There is no favouring any body. Another problem we are facing that without OC we can not registered the Society and there is forcefully society are do work as an unregistered society. And they are not audited. There must be rule for this. We must make an rule that without OC can we registered the society as per my knowledge and can we eliminate non tatency charges from society act. And society must be audited regularly so that true and fair view obtain.

all cooperative schemes and DBT for SECTOR WISE cooperative to be transferred to beneficiary through UPI and should be mandatory

whether cooperative societies can be formed for forest dwellers to market their seasonal produce and also ensure the forest is not exploited

After getting post of Chairman or MD in MSCS dealing with Urea Production, the person's appointment or association becomes lifelong. Also their arbitrariness starts. Therefore, their tenure should be determined by an age limit or tenure in that Coop. Society. Further, condition should be imposed that he can get a post in that Society only once. 2. Head of MSCS dealing with urea production is earning huge profits by selling the product manufactured by their own family members company, in the same Coop. Society, which does not seems lok fair and clearest policy to benefit own family members. So, affidavit be taken that they will not do any act to benefit themselves or their family members by staying in the Orgn. and from the property of the orgn in any manner and not allow their family member to do any business in that particular Orgn./Society. 3. Technically in Institution/ Orgn., the appointment of CVO are made by the Ministry concerned. CVO be appointed in MSCS dealing with Urea.

प्रिय अध्यक्ष जी मेरा सुझाव निम्न विषय पुर यह है ; सहकारी शासन ii. कानूनी और नियामक फ्रेमवर्क iii. प्रशिक्षण शिक्षा और मानव संसाधन नीति iv. सहकारिताओं को जीवंत आर्थिक इकाइयां बनाना v. नई सहकारिताओं की स्थापना, सहकारिता का सतत विकास vi. सामाजिक सहकारिता/ सहकारिताओं का विविधीकरण जैसा की हम जानते है की सहकारिता ग्रामीण अर्थव्यवस्था का मुख्य आधार है जो कि लोगों के लिए स्थायी आजीविका और आय सुनिश्चित करती है। भारत में 8.5 लाख सहकारी समितियां हैं, जिनमें से 1.77 लाख (लगभग 20%) क्रेडिट सहकारी समितियां हैं और शेष 80% गैर-क्रेडिट सहकारी समितियां हैं जो कि विभिन्न गतिविधियों में शामिल हैं। सहकारी आंदोलन ने पूरे भारत में फैले नेटवर्क के साथ 29 करोड़ से अधिक की सदस्यता को बढ़ावा दिया है। सहकारिता रोजगार और आय पैदा करके विभिन्न क्षेत्रों के विकास और अन्य विकास में महत्वपूर्ण भूमिका निभाती हैं, तो सुशाशन को ठीक प्रकार से चलने के लिए सही ढंग से व्यवस्था का निर्माड और एक खाका तैयार करना चाहिए जिसमे सभी कार्य समाहित हो धन्यवाद
