Cooperatives are the mainstay of the rural economy ensuring sustainable livelihoods and income for people. There are 8.5 lakh cooperatives in India, out of which 1.77 lakh (about 20%) are credit cooperatives and the remaining 80% are non-credit cooperatives engaged in various activities. The cooperative movement has fostered a membership of more than 29 crores with a network stretching through the entire length and breadth of India. The cooperatives play a significant role in growth and development of various sectors by generating employment and income, for examples - Dairy (1,77,314 Co-operatives with turnover of Rs. 93,556 crores), Housing (28,945 Co-operatives with Loans Disbursed of Rs. 12,711 crores), Labour (46,818 Co-operatives with Membership of 27,30,000), Fertilizers (Co-operatives producing 20% of total Fertiliser in country), Fisheries (20,804 Co-operatives with membership of 32 lakhs), Sugar (188 Sugar Factories with Production of 35% of total Sugar produce), Agro- processing etc. Also Credit Cooperatives are key to ensuring financial inclusiveness in the country by disbursing credit to marginal sectors. These milestones have been achieved through a network of 21 national-level, 390 state-level, and 2705 district-level cooperative federations in the country.

The new Ministry of Cooperation has been set up by the Government of India by notification dated 06.07.2021 with the mandate of realization of vision “Sahakar se Samriddhi”, strengthening of cooperative movement in the country, deepening its reach up to the grassroots, creation of appropriate policy, legal and institutional framework to help cooperatives realize their potential, etc. As one of the major steps to fulfil the above mandate, the Ministry is in process of formulating a new cooperation policy, since the existing policy was formulated way back in 2002. The new policy would address the challenges faced by the sector in today’s world.

The new cooperation policy is being formulated in consultation with all the stakeholders. The Ministry has received many valuable inputs and suggestions from the State Governments, Central Ministries, Federations and Institutions. A national conference with State Governments and the Central Ministries was also held on 12-13 April, 2022 at Delhi. The Ministry is also in the process of holding a series of stake holder consultations for formulation of new cooperation policy.

As a part of this consultation, the Ministry is inviting your valuable inputs/ suggestion for formulating the national cooperation policy under various themes.

Another materials is like school bags,pen , pencils and Milk and Milk made products which is needs for nutritional uses for child and the families. It can develop the government and the public economics.

I like present cooperative policies. But I think there are needs to distribute various kinds of house hold goods as Dal, Salt, Shop, potatoes, Channa, Ghee, Mastered oil, sebarang, and Khasi garments or wools. Because peoples are able to satisfaction took care families easily.

सहकारिता का सतत विकास होना बहुत जरूरी है, इसके लिए सरकार को बड़ी बड़ी कंपनियों से साझा कर करना चाहिए। और भी कई उद्योग छोटे छोटे चालू कर विकास की और बढ़ना चाहिए। जिससे बेरोजगारी कुछ हद तक कम होंगी। सब को सरकार का साथ देना चाहिए सहकारिता के लिए। इस प्रकार गरीबी भी दूर हो सकती है।

How many cooperatives have members welfare scheme. This should be the top most priority. Death benefits, hospitalization , scholarships for brilliant students. This should be done by all labour unions, political parties too. Not seen one labour union doing it . all ayyashing on Hindu $$ . Community school are common across US/UK with members taking active part. How about the current cooperative members doing it in their villages/cities. A student must learn all the basic trades in dairy/agriculture/farming ,gardening , cooking , cleaning & other important life skills at an early age so it becomes default &effortless 4 all once they are out of school Cooperatives can come up with their own schools/hospitals & scholarship for higher studies. Labour unions must lead the show . Village level cooperatives can improve agriculture/farming and even daily carpentry/masons/electrician, plumbers .all other house service. Can be better & reliable alternatives to likes of urban companies

Sir so far what the existing cooperatives have done and why some schemes were not completed. Uncompleted schemes to be given priority by the new cooperatives

Make women's cooperative society,in each panchayet,involve all the entrepreneurs who are ready to produce and sell their items through out the year Cooperative society is lacking with working capital and regular purchaser within the vincity of comfortable distance. Please ensure a selling as well as purchasing points for raw materials and a strict regulations of the funds for the prevention of misappropriation and arrangements for technical and commercial session to all active member associated therewith.A token money for individual membership must be introduced. Cooperative society make loss,when members don't think about repaying or intended to take the advantages without desired efforts.

We must introduce new credit and non credit cooperative societies were we can diversify our investments in to various sectors and generate revenue and create employment in the rural sector, and can provide training and development, and can create awareness program introduce by Government of India , and avail benefits directly with out middle men , and can ensure transparency in the activities and our per capita income will increase , and India will be a global power.

My input for formulating the national cooperation policy is regarding Setting New Cooperatives. Instead of working independently, there are many benefits in cooperation like better utilization of resources, lower costs to the consumers etc. New cooperatives should be encouraged in Transport, Retail, Tribal etc. sectors to enable sustainable livelihood to the citizens working in these sectors.
