To address the growing concerns in the present Accreditation and Ranking systems of the Government of India had constituted a High-Level Committee. This Committee considered the introduction of strategic reforms consistent with the vision of the National Education Policy 2020 and the need for adopting a simple, trust-based, objective and rationalized system for approval, accreditation and ranking of Higher Educational Institutions with a verifiable and secured centralised database through technology-driven modern systems. Methodologies for facilitating Ease of Doing Business for the stakeholders, duly facilitating students in making more informed choices for selection of institutions/ programmes were also considered by the Committee.

After a series of deliberations, a High-Level Committee has submitted its draft Report on ‘Transformative Reforms for Strengthening Periodic Assessment and Accreditation of All Higher Educational Institutions in India’ to the Department of Higher Education, Ministry of Education, Government of India.

In light of this, MyGov, in collaboration with the Ministry of Education, seeks feedback and suggestions from all the stakeholders for the finalisation of the report.

This report has now been placed in the public domain until 15th July 2023.

Higher education certificate.should.be declared a valid document of a person by the goverment as well all the higher education college course certificate similar to like a goverment Aadhar card , ration card , passport or driving licence . At present certificate achieved is having no legal validity like a goverment Aadhar card or a passport or a driving licence . It is necessary for the goverment to give the academic certificate a higher validity than a aadhar card , passport or a ration card or a driving licence. At present the higher education certificate value as legal document is below the aadhar card , ration card , passport & driving licence . With this education certificate it is not possible to get a loans or to open a bank account . It is necessary to legalise the certificate similar to the other document issued by goverment as education is a important part of the child l& parents . univercity certificate in paper should be converted to a legal property of person

Sir, My views are: 1 assessment of infrastructures 2 assessment of examination results outcome, 3 research publication by faculties 4 placement of students 5 number of students opting for higher studies 6 faculties available for studies in foreign institutions 7 fee structure etc. Thank-you.

1. Periodic evaluation must be held in regular intervals. 2. Evaluation must be based on subjective as well as objective questions. 3 . Second Chance for improving result must be present. 4. Evaluation procedure must be known to all

The GOI should prescribe periodicsl inspection of Higher Educational Institutions and confirm whether they possess all required infrastructure and facilities and maintenance of all prescribed standards prescribed by government Commercialisation of Higher Educational institutions should be strictly watched and punished by derecognising and finding.

Now the time has come that Parent + Schools + Education & HRD Ministries should focus on developing and balancing different Personality Quotients, which include: 1). Intelligence Quotient (IQ): this is the measure of your comprehension ability", solve maths; memorize things and recall subject matters. 2). Emotional Quotient (#EQ): this is the measure of your ability to maintain peace with others; keep to time; be responsible; be honest; respect boundaries; be humble, genuine and considerate. 3). Social Quotient (SQ): This measures your ability to build a network of friends and maintain it over a long period of time. 4). The Adversity Quotient (#AQ): The measure of your ability to go through a rough patch in life and come out without losing your mind. Corona is classical example; people are going thru bouts of Depression. Bcoz they haven't seen and thus are unprepared for Adversity. Others: i). Spiritual Quotient ii). Creative Quotient iii). Compulsory Working for 1- 2 year in goverment project in higher education courses As goverment is spending lot of money in educating students , in return goverment & state goverment can implement student internship & compulsory Working in goverment project for 1 to 2 year in all sector like transports , railway , education ,industries can save a lot of money Goverment budget . In Kerala goverment can save lot of revenue by adopting this scheme as the state is ruined in debts & in such situation such projects like using youth passing out from college doing one or two year work in goverment jobs like in KSRTC metro & intercity bus ,Metro railway, govt company in losses & paying his profit for wages or taking loans to pay the salary losses overcomed by employing pass student in goverment project like house insurgency compulsory iMBBS . This system can be in Kerala , mizoram, Kashmir where goverment is lot of difficult due to finance,strike ,yearly flood

sir, Credibility and accountability of an institution to be checked on its placement ratio.Every year huge number of students are passing from higher institution and found them in long queue for seeking job..More technical education based on innovation to be imbibed and adapted in such higher courses with main stream curriculum too.Guest lectures of entrepreneurs can be a good solution to make such institutions more credible and productive as well!!!Sir.

Periodic Review and Evaluation: Continuously review and evaluate the effectiveness of the accreditation process itself. This can involve soliciting feedback from institutions, accrediting bodies, and other stakeholders, and making necessary adjustments to the process based on the evolving needs and challenges of higher education.

Regular Assessment Cycle: Implement a periodic assessment cycle that ensures all higher education institutions undergo accreditation at regular intervals. The frequency of assessments can be determined based on the institutional track record, performance, and capacity. This will help institutions maintain a continuous focus on quality improvement. Recognition of Innovation and Excellence: Recognize and reward institutions that demonstrate innovative practices, research excellence, and significant contributions to society. Encouraging institutions to go beyond the minimum requirements and fostering a culture of continuous improvement will lead to the overall enhancement of the higher education system. Public Disclosure of Accreditation Results: Ensure that the accreditation results are publicly available, easily accessible, and understandable. This will help students, parents, and other stakeholders make informed decisions when choosing higher education institutions.

Continuous Internal Quality Assurance: Encourage higher education institutions to establish robust internal quality assurance systems. This can involve regular self-assessment exercises, internal audits, and peer reviews to monitor and improve the quality of education and other institutional activities. Internal quality assurance should be an ongoing process rather than a one-time event. Strengthen External Accreditation Bodies: Provide adequate resources and support to external accreditation bodies responsible for conducting the assessment and accreditation process. These bodies should have qualified experts from diverse fields who can effectively evaluate institutions based on the established criteria. The accreditation process should be impartial, fair, and free from any conflicts of interest. Stakeholder Involvement: Involve various stakeholders, including students, faculty, alumni, employers, and industry representatives, in the accreditation process.
