Public Account. - Receipts and disbursements, such as deposits, reserve funds, remittances, etc., which do not form part of the ‘Consolidated Fund’ are included in the Public Account of the State. Disbursements from the Public Account are not subject to a vote by the Legislature as they are not moneys issued out of the Consolidated Fund.

When we come out from the black and white Mirage and start working in the ground then only we will succeed. The harsh reality is that all the posts and statements are worthless and will increase the numbers in black and white data base only, but will not affect anything else. See the construction in the roads the proportion of materials they are using. They give bribes to the officers to quite him and earn more money by using poor quality materials.

Due to land slides the main Highway usually blocks. There are alternative roots to bypass the blockages and enter in the main Highway. Government should make these alternative routes workable in difficult situations. These routes are Working routes in papers however when you move through then the realisation comes how worst the situation is.

Govt teacher's must live near school. Here govt teachers who are posted in rural villages, are not even going to the school to teach. Some teachers who live nearby are punching at time and inbetween they are living at their homes. There is no rules and regulations for such teacher's. Any teacher is responsible and answerable only in papers. There should be a strict policy that if the results are not appropriate then deduction in the salary with no promotion no increment.

In my opinion the focus of the budget in Uttarakhand should be SSS (swasthya, shiksha, suraksha) As most of the cities and villages are situated in the hills, the hospitals are the prime problems in Uttarakhand. In the hospitals the doctors are behaves like dictator. They refer the patients in to their private collaborations. There is no one to see them. Even after the restrictions made by the government the doctors still recommending the medicines in which they are getting percentage

I plea to uttarakand Government to spend more money on Flood Control because being a part of Himalayan Belt the region faces severe landslides and Floods during rainy season. So Innovative Flood regulation control system just like European countries and Russia is much needed in the state of Utaarakand. Next to this Protection of agriculture fertility and soil control is needed.
