Since State Goverments are not concerned in checking population growth It is therefor recommended that the central grant to States should be on the Area of the State and not on the Population of the State.

We have made lot of development after independence , but the condition of the people is not improving to the extend desired. For example railway used to introduce several passenger trains every year. So many trains have introduced that there is traffic congestion the track and there is limited scope for introduction of new trains . It is all because of tremendous population grrowth. States are indifferent to this problem.

I recommend a metrics system that enables decision making in allocative efficiency. eg: A budget for every constituency vis-à-vis deployment vis-à-vis real visible development vis-s-vis the quality of development. This shall be incentivized for future allocation to different constituency. MLA, MP, Corporator, Minsters should be measured basis performance and rewarded with larger allocation raising the competitive atmosphere. All such allocation shud be audited by citizen panel to ascertain graft

Sir, please ban Padma awards and similar govt sponsored awards in national and state levels. Please enforce strict rules regarding transfer of IAS officers. Karnataka Power Corporation MD has been transferred within 3 months of taking charge. He is an honest officer. Pl support Ms Rashmi , IAS officer Karnataka who has been attacked brutally by some hooligans in Mysore.

Widespread corruption of the past and the scams, CBI enquiry etc have slowed down the decision making process. Honest officials are hesitant to take decisions. In the process allocated funds are not fully utilized. Government has to provide confidence to the honest and extend protection to them from attacks by vested interests. It is incorrect to think that the entire government machinery is devoid of honest individuals.

Let all the rest earn their salary by meaningfully working for projects ,and their salary accounted accordingly with the approval of the project authority. If there no account head which is willing to support, let them go home
