Develop spend Indexes indicating desirable range. These could be a range of ratios or expense values. These indexes should reflect the efficiency of the spend. There should be 6-8 Critical indicators and a combined weighted score. Red Amber Green scores can be defined. Projects on Amber will need a high power commitee to get it back to Green. Red projects needs to close.

The process of trickle down of spends in any expenditure be it revenue or capital can be done away with. The vendor or beneficiary to any project or scheme must be directly credited to their bank account. This will avoid leakage to the system and enhance transperency

Capital expenditures of the goverment has a long gestation period primarily caused by project delays which further pushes the cost of the project and kill spend efficiency. Before commencing any project all bottlenecks must be removed (land aquisitions, approvals etc,) Set up and advance ruling authority to clear all potential litigations.

ACCOUNTABILITY OF INDIVIDUALS is to be fixed and THEY SHOULD BE GIVEN TARGETS AND INCENTIVES TOO AND UNDER PERFORMANCE SHOULD BE LIABLE TO corrective measures. But it should not propel over activation else only POLICE will outperform and people will suffer.

There should change in accounting system implementations of Accrual Basis of Accounting and not on Receipt and payment basis from this all we get to know that whether the expenditure is of Capital or Revenue in nature >

Biggest Curse for an Individual: It is not less money.....it is having no work to do (unemployment). Fill all post lying vacant and reduce salary structure to accommodate more people in nation development. Big salaries don't bring development but getting more people to do the work will help in speedy development. Big salaries only help foreign companies in buying their costly products and increase imports and other problems. Lets think for the weakest and needy.

india was know as the golden bird "sona ki chidya " it was known for luxuary and opulance so why not know today we only have one luxuary train that is in rajasthan therefore palace on weels which reflects that states culture and promotes tourism i suggest such luxuary trains in each state of india reflecting its own states culture and hence incouraging tourism . this will help banish the image of india being a poor country and revive it to its past glory of being a "sona ki chidya" golgen bird .

Every year we enjoy Diwali with a great Enthusiasm.We spend 1000s of bunks in crackers. But ever we think about people who don't have enough money even to have two time meals on this occasion. If we cut off our crackers expense even by 50% and use the same money for the good of this poor people it will prove to be a happy Diwali for this people also. So please try to do this and share this if you think the same.I am sure that a little smile on the face of a poor will make great Diwali for you
