In our government departments we follow accounting system based on govt accounts- wherein some departments like RTO is just INCOME Head whereas PWD is Expenditure Head, and obviously lacks accountability as compared to double entry system of accounting. If such departments are merged and the corporate accounting which focuses on surplus creation and accountability can definitely bring a change in the administration.

For better Traffic management, the Govt should impose a special parking tax, whoever parks their vehicle in common place especially in cities. People without owned parking spaces, own multiple cars, and congest the public road, which take aways others right to open space

i would like to suggest RAIN WATER HARVESTING can be done and to use it in various field. more over a RURAL MODEL should be devised so that it can be easily be assembled by our fellow friends and to use the water. another field is production of BIO GASS from daily organic wastage, in this way we are not only going towards SWACH BHARAT track but also producing fuel at a lesser cost and more readily available.

Sometimes I feel there is a new Mafia i.e Parking Mafia. Apart from the parking place in my society I have o pay parking tickets in almost all the places in Noida. I really don't know whether they are legally charging the tickets or not. The parking places should be declared area wise in some government portal.

The major part of corruption and eating away public money loop hole is tendering by inexperienced or hand in gloves departmental office bearers to raise the rendering amount. Their should be special recruitment of technical person or auditors to check all these tendering.

Measures to improve efficiencies in the expenditure classification system as: 1. Different work payment by different agency because Gram panchayat/Zilaparisad/PWD & other agency make payment with corruption or payment make in direct account of work agency/person. 2. Different work agency they work and there measurement make by other agency. 3. Many schemes merge in one agency and make liabilities of its. 4. Proper monitoring of working agency and its liabilities.5. make penalty if defaulter.

What inefficiencies are key or what is the current efficiency level? To meaningfully contribute would it be possible to have the original discussion started , also carry a 200 word descriptive , which explains the problem?
