While it is true that central institutions provide much better quality education than their state counterparts, this is only true in relative terms. By world standards our central institutions need to improve enormously and they must work towards this. That being said, they can be actively involved in improving the quality of education in state institutions. Any best practices they develop - new courses, innovations in teaching learning processes etc. - must be shared widely.

Let every institutions decide a field where they should become world leader in next 5 or 10 year. There should be no permanent job.

WE do not need more IITs,IIMs or NITS..but..require that the present condition of all their branches is improved as many seats go vacant as the infrastructure ,faculty of some of the existing ones lie in shambles

At present in LIC OF INDIA , there is no transfer mobility policy to the employees . Any employee can join , stay and retire in the same office . As a result , employees are developing interests ,favouritism and trade union activity . Assuring permanent stay in one town , trade unions are protecting employees unhealthy interests . It is the high time to insist LIC management to introduce a regular transfer policy to employees , so that rural policyholders get quality service . Cities overstaffed

Most national institutions are replicas of regional or local institutions in staff ,faculty , students. Where is national character. Not more than 25% local not more than 50% from region students staff faculty should be allowed. These must be fully residential institutions with hostel and residences in PPP mode fully outsourced. Imbreeding to be avoided with no student allowed to work there until 10 years after acquring last degree.

In this connected world you can see what is best in the world. One doesn't needs any pace setters as one knows the best in the world. So do away with the idea of pace setting institutions. Let all Indian universities compete with the best in the world. Let them grow this way. It is good for the health of higher education in India.

Each centre of higher learning in India should strive to attain best standards in the world. The reason is that the best academic institutions in India (mostly centrally funded) lag behind west (say, USA) by 30 years. The state institutions (a majority) lag behind the central by 20 years. The net effect is that majority of India lags behind the best in the world by 50 years. Therefore, the policy should be to inspire each centre of higher learning in India to excel.

Central Institutions have a role that should compliment their Peers ! The newly formed Central Institutions are in the process of enhancing their capability at par in terms of Infrastructure and faculty. Till than they should be given Adhoc status and not blanket Status. Its like the Nascent NBA that was the main reason for delay in Washington Accord Membership of India !
