There should be one central body dealing with debit and credit adjustment of vehicle road taxes in case of transfer of vehicle from one state to another. Often, people end up paying lifetime road taxes twice because recovery of taxes from previous place of registration is very very difficult and irritating. Often people end up using the vehicle with previous registration despite transfer to other states. This should also help our internal security.

Budget should have both long term as well as short term view. For plantation we keep budget every year. This year , requesting Govt to take budget for fruit bearing tree plantation. It gives two fold advantage. a) It take care of environment b) Gives fruit which boost economy (whoever gets advantage from fruit). If every year we keep budget for fruit bearing trees instead of other trees then one day India will be fruit surplus country. And there will not be any need to import it against dollar.

More over, by allowing the officers of the Corporation perquisites by the tune of 40% of their Basic pay the government is incurring huge expenditure. This allowance is not extended to the category III and IV employees and they are pressing for this alowance even though it is not there in the Wage Revision agreement with effect from 01-01-2007 to 31-12 2016. Another wage revision agreement is due from 01-01-2017 and the employees and officers will claim for the perquisites at 40% or more.

For the last few years Budgets were anti poor, if not millionaires friendly. the results were farmers suicide and the poor became poorer and rich, richer. As an ex-employee of the Food corporation of India, with more than 36 years experience in the field duty at Kerala I can explain the ill effects of the subsidy which was siphoned off by the Authorised Wholesale Dealers of Kerala State. To be precise many wholesalers belonging to the State have become multimillionaires by looting the Govt.

In order to bring in and retain more NRI remittances, a period of more than 2 years may be allowed for "Resident but not ordinary resident" status of NRI who are returning to set up their business and finding them unsecured because of current policy. From startup to operation to break even of businesses normally take more than 2 years and hence a period of 4-5 years is suggested as a comfortable period for NRIs to test the ground in India with their own business ventures.
