1.Income tax also should be based on no of dependent of one earning member. It is normally seen that at higher strata of society all member of family have high income and middle or lower strata only one earning member feeding and nourishing many. But there are no standard deduction for those class. Think something for them too.
2. Could it be possible to deduct taxes on your bank balance YOY basis.

If all farmers are insured under PMJJBY. Suppose 10 crore families(with less than 5 acre land). Total cost will be 3300 crore. I think a 4000 crore annual expense in this form is not subsidy burden but ensuring a huge change in the life of those who feed us. Our farmers need something of this nature else they will be disillusioned (many are already).
4000 crore annual will make 10 crore families feel that someone cares for them. As PM said they need someone to think about them. Its time.

Dear PM,
Max impact, Min cost
PMSBY: 18-70 years, Rs.12, 2 lacs.
Population in 18-70 age group: 75 crore. (65 crore excluding rich)
Total cost if govt insures all: 780 crore.
Benefit:
Its not subsidy. Its attribute of a caring govt. (In Mumbai 4000 die every year due to train accident. In India, huge)
Farmers and MNREGA workers feel that some cares.
65 crore operative Bank accs.
India will gt insured.
Huge Brand equity for govt.
1000 crore is nothing for govt.
Every widow secured.

Dear Finance Minister,
I would like to suggest few points which needs to be consider for Income Tax Exemption during Budget 2016-17.
1) If we are paying service tax (like for telephone bills, electricity bill, hotel bills etc) for any purchase the amount of bill should be exempted from the income tax as we are already paying the tax (i.e. Service Tax).
2) Transactions done through Credit Card & Debit Card can be consider for Tax Exemption.
