To foster the spirit of 'Jan Bhagidari' and to infuse more transparency into the budget making exercise, thereby having people as partners in the process of budget making, the Union Ministry of Finance has decided to invite suggestions for Union Budget 2016-17.

Citizens are requested to submit their ideas and suggestions on the topics that are generally in the ambit of Budget proposals as presented in the Parliament each year.

Suggestions may be submitted either directly in the comments box or through attached PDF documents.

The last date for submissions of suggestions is 5th February 2016.

CHECK FREEBIES TO OFFICERS: Free sarkari phone and car is grossly misused. Landline phone is used by the family to make personal calls for free while the officer is in office or on tour. Similarly, govt car is used for shopping on weekends, attending family marriages, dropping kids to schools etc. Instead pay some amount for phone and give pick/drop facility in most cases. Only needful should get cars at residence. No official car on weekends/ holidays for anybody.

AUTOMOBILE INDUSTRY: There should be complete ban on buying another vehicle within a span of five years. Once a vehicle has been purchased it cannot be sold before five years. This will discourage frequent buying of vehicles. There should be ban on small diesel cars-- no diesel car below 1200 cc. Nobody should be encouraged to buy more than two cars-- tteat husband/wife as single entity here. Purchase of third car should be steep and fourth onward prohibitive.

BICYCLES AND MOPEDS: Mopeds should be encouraged so that those commuting short distances do not use cars and heavy bikes. Similarly small batteries should be encouraged which may be fitted in existing bicycles. This will popularise bicycles even more. In extreme weather conditions it is not possible to peddle all the time.

WIDEN TAX NET: How many people in society file I-T return. Very few. And pressure is applied on those who pay taxes. No effort has been made to bring others under tax net. There are many shopkeepers, self-employed who earn well but do not pay taxes saying they are poor. Some welfare schemes linked to I-T may be launched to bring these people under tax net. General medical insurance, LTC for common man etc can be such schemes.

SENIOR CITIZENS: There should not be any tax on elders above 65 yrs of age. This will help them get some money in hand. Elders should also be given mandatory Health Insurance on nominal payment.

BLACKMONEY & POLLUTION: Where is black money spent-- in buying homes and vehicles. Both these are spreading pollution. Housing is a need and how can it be an investment? Similarly unrestricted purchase of cars too is causing problems for society. There should be ban on buying unlimited houses and cars. YOUR PROSPERITY HAS BECOME MY PROBLEM goes the saying.

#Union Budget - Suggestions contd. - XIV Government is suffering heavy losses due to poor management of Defence Lands, which is around 17 lakh acres. As per the reports of the CAG, PACs, this vital and sensitive land resource has been found to be misused / encroached, terribly low lease rates in comparison to market rates further aggravate the situation. Respected Prime Minister Shri Narendra Modiji.. To Save Earth we have to save water, Electricity N Trees. Usually 2 things consume more water bathing and in Washroom. Instead of flushing so much water if there is suction and air pressure flush with small use of water. If there is auto shower system where when a person applies soap the shower is off. Every Weekend everybody has to plant trees. Auto Device if one goes out of room light is off. Make it Compulsory for all Building Old and Upcoming.

A focus shall be given to give some incentives for doing some good deeds economically and socially to arise the interest of the citizen for an inclusive and participatory nature of planning a sustainable and efficient future for the country.
