Why talking about budget, why not for criminal waste of our hard earned money? Budget allocation does not mean anything. Along with allocation, resp.minister must give utilisation of allotted budget and further detail of improvement/progress after utilisation of fund for the particular purpose.
All MPs/MLAs are getting fund of 5 & 1 crore respectively for development of their area. Who is monitoring its utilisation? Exception must be there, but most of the money is not utilised for the public.

Sec 194 LC Income Tax Act - We now request that the same rate of 5% be extended to loans borrowed as External Commercial Borrowings (ECB) for borrowings in INR by Indian corporates from off-shore lenders. This will remove an anomaly which exists - borrowings by way of INR denominated bonds attract a lower withholding tax at 5% but borrowings by way of INR denominated loans do not.

If an individual has paid taxes honestly for continues 10 years and women for 5 years, they should get one year of tax holiday, in long run it would become a culture of continues tax payment, this is also way of giving reliefs to honest tax payers.

My suggestion is for housing sector and giving confidence to salaried people to buy their own house.
Middle Class salaried people desire for own house and can pay the EMIs positively. They are the most sincere to pay their income tax (Thanks to TDS). What they lack is the arranging down payment.
Please go through attachment for detail and example for explanation. It is a win win solution for all: Individual, Banks, Housing sector(Builders) and Government.

There should be 5% to 2.5% rebate on Advance tax paid, and on time tax paid, this rebate would encourage more and more people pay their taxes in advance and on time, and also this would create more trust factor in honest tax payers.

If any employer provide accommodation, they charged 10% as house rent of Total salary(i.e. basic+grade pay+DA+arrear) whereas if any one is having rented accommodation he is reimbursed 10 % house rent of basic+grade pay.
My suggestion is it should be uniform
Secondly, at some places different house rent i.e. on the basis of salary for the same accommodation.
My suggestion is employer should provide accommodation according to the rent deduction. More accommodation for higher salaried person.

Money saved is money earned. So reduce unnecessary expenses. Abolish the post of Governor of the State. It's only a decorative post. A Governor is not even democratically elected. By abolishing this post, every state will save hundreds of crores of rupees every year. Why should taxpayers money be used to support such a lavish life style? This post is a British-Raj hangover anyway.
