He got the authority to use for 2years minimum and maximum till owner realise his mistake.
The solution has tripple profit.
1. The neighbour may earn extra cash for his effort.
2. When owner realises his mistake, automatically he gets motivated to use his farm for his own good instead of others.
3. In any case the nations production growth rate increases.
Here i dont only see win-win but win-win-win situation to complete human nature and nation progress.

I think this should stop at once and we may have increadible change rate in our production growth.
Its my only view, at the end ur thinktank is the best judge.
If the judges can think its a noticable factor, i got an idea to overcome this challenge. I know my solution is not legal but surely logical.
If the land has been left unused, the hardworking farmer who can be his neighbour may utilise it and make it more productive.

We also got few who use their terrace for farming due to shortage of land.
We also got farmers who are lazy, careless, easy-taking, who leave their land unused for whatever their reason. It makes me sad to see its left unused which surely hurt our productivity.
Even though it looks small issue bcs its the owner wish to use it or not. But when we gather these small issues on bigger picture, its surely noticable factor when production rate is calculated as a nation.

I don't have any doubts about your governance. I am recently done with my CA Exams and I can experience a mood shift among the corporates as they are lot more optimistic owing to your efforts in this regard. About the controversial land acquisition bill, I just can say I am very sure this is being projected by other political parties in bad light for political gains. Try to connect more with the farmers and explain the entire issue during your interactions. Waiting for your govt in Bengal.

Sir,aaj aap kisano ke bare me bat karne ja rahe hai.maharashtra me jab bhi koi kisan ATMHATYA krta hai to bahot dukh hota hai.kyo ki kisan hamara ANNADATA hai.aur anadata hi marne lage ham sab kaise jiyenge? Garpit,akali barish ne unhe marne par majbur kiya hai.ek to lagat ka kharcha bahot hota.usme jo kuch bhi hat ata hai o ek to apptti me chala jata hai ya uski sahi kimat nahi milti
.aur anaj kisi bhi factory me taiyar nahi kiya ja sakta.is liye kuchbhi karke kisano ko bachaiye.

With this opportunity i would like to pinpoint on the issue of the land which can be used and can be made productive but not been utilised due to several reasons.
We got all kind of farmers who are hardworking, innovative, daring, commited, who use their whatever piece of land utilisation to make it more productive.
