Govt. Should provide special benefits as per their tax paid slabs, in prompt time to those tax payers only. In that case people will try to achieve that tax amount which will provide them more beni fits, such as special discount in Train/ Flight Reservation tickets, one year assured life insurance policy as per IT returns.

Many Govt. schools need electricity so that these school could start two batches of classes.Adding more infrastructure in many schools is not possible.School roof top if not used for prayers then solar panels can be deployed.Adult education will get boost as soon as school lit in night.Central government should ask its central schools for availability of roof tops for solar panels..

we should use optical fibre lamp in day time in government and private sectors
and also in schools and colleges because when we exposed to sun light our minds works sharp.
it will decrease the power consumption.
