Collaboration of banks with Fintech will enable faster penetration of banking services in rural sector.Tier 3 cities are not been extensively occupied by banking sector so farming community relies on local money lender who offers exacerbating interest on the amount.

Sir I support recommendations of IBA. As because in recovery of money cases from agriculture sectors,Banks are facing lot of problems with farmers.By taking the advantages of govt.policies, they are avoiding to repay their loans to Banks.in result Banks are getting huge loss as because it is people's money for people's welfare. So to strengthen Banks in my opinion certainly impliment rules of SARFAESI act like apply in other recovery cases instead of approach to civil courts .
